The Office of the City Controller is seeking to engage the services of a qualified firm (CONTRACTOR) to perform professional consulting services related to oversight of active oil & gas wells within the City of Los Angeles (CITY). This assessment will include analysis of key safety risks and explore whether there are opportunities for the City to improve its oversight of drilling sites, especially as it relates to compliance, safety, and quality-of-life issues. The Controller Office issued a report in 2018 that included recommendations to develop a comprehensive, proactive safety inspection program and improve existing fire code inspections. Of particular concern are wells/drilling sites that are located in/near densely populated residential neighborhoods. Since then, the City has taken steps to ban new drilling and phase out existing operations. Given the possibility of protracted litigation and lengthy amortization periods, it is likely that oil/gas drilling and extraction activities will continue in Los Angeles for the next several years. We are seeking strategic recommendations to guide the City's oversight approach during this phase. The selected CONTRACTOR must possess knowledge and experience in the area of active drill site safety and compliance. Experience with consulting on environmental compliance and safety issues specific to active oil wells within an urban environment is highly desired.
