McAllen Public Utility (MPU) is soliciting Statements of Qualifications (SOQ) from qualified engineering firms with experience in water source development, specifically in Groundwater Well Production Design and Brackish Groundwater Desalinization Facility Planning, Design & Construction Phase Services McAllen Public Utility reserves the right to refuse and reject any or all responses and to waive any or all formalities or technicalities, and to accept the proposal considered the best and most advantageous to the City, and to make multiple selections, if deemed prudent, and to hold the responses for a period of one-hundred twenty (120) days without taking action. Any contract resulting from this RFQ may be subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses.
