Site work and paving for a civil project in Napa, California. Completed plans call for site work for a bridge / tunnel; road / highway; and for paving for a road / highway.

The Pope Valley Paving Project is located in the Pope Valley region in northeastern Napa County, CA and will resurface Ink Grade Road (RDS 24-06) and Pope Valley Road (RDS 24-05) as part of the base bid. The project proposes additional pavement resurfacing on Chiles Pope Valley Road (Bid Alternate No. 1) and Butts Canyon Road (Bid Alternate No. 3). Ditching on Pope Valley Road, Ink Grade Road, Chiles Pope Valley Road, and Butts Canyon Road is proposed under Bid Alternate No. 2. The project scope includes removing debris from the roadway and shoulders, replacing culverts, providing digout repairs and pavement reconstruction, conform grinding and roadway tapers, resurfacing the entire width of the road with a levelling course and a wearing course, ditching, shoulder backing, replacing and installing new signage, and thermoplastic striping. Engineer Estimate for Base Bid: $7,500,000 Bids are required for the entire work called for by the Plans and Specifications, and neither partial nor contingent bids will be considered. Bid documents and any addendums are available online. Bidders are responsible for monitoring issued addendums at this website. In conformance with Public Contract Code Section 20129, bids must be valid for 60 days from the date bids are opened. Bidders are required to attend the mandatory pre-bid job walk in order to bid this project. Bid results of the three (3) apparent low bidders with their subcontractor's list will be on the above website the following day after the bids are publicly opened and read. In accordance with California Public Contract Code Section 3400, bidders may propose equals of products listed in the technical specifications or project plans by manufacturer name, brand, or model number, unless the technical specifications or plans specify that the product is necessary to match others in use. Complete information for products proposed as equals must be submitted to the Public Works Office for review at least ten (10) days before the time specified for bid opening. In accordance with Section 1771.1 of the Labor Code, a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirement of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public works, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. In accordance with the California Government Code Section 1773.2, copies of the applicable determinations of the Director are on file at the Public Works Office and may be reviewed upon request. In accordance with the provisions of Section 1774 of the Labor Code, the prevailing wage rate for classifications of Labor to be employed in the work have been determined by the Napa County Board of Supervisors and are included in the Special Provisions referred to above. No bid will be considered unless it is made on a blank form furnished by the County Engineer of Napa County and is made in accordance with the provisions of the proposal requirements and conditions set forth under the Standard Specifications of the State California, Department of Transportation, except as modified in the above referred to Special Provisions. A bid guarantee in the amount of 10% of the total bid shall accompany the bid. The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the contract price and a Labor and Material Bond in an amount equal to 100% of the contract price with good and sufficient surety. Each bidder must be licensed as required by law. The Contractor shall possess a Class "A" or "C-12" license at the time of contract award. The Contractor and subContractor shall be registered with the State of California Department of Industrial Relations (Public Works Contractor (PWC) Registration) at the time of bid opening. A mandatory bidder's list will be required to participate in bidding for this project and to inform the Engineer of the Contractor's intent to attend the Pre-Bid Job Walk.
