UPDATED PRE NOTICE May 15, 2025 The U.S. Army Corps of Engineers, Detroit District is seeking contractors for the 15kV Switchgear Replacement project the Soo Locks in Sault Ste. Marie, Michigan. This project consists of removing the existing 15kV switchgear lineups (referred to as bus 1 and 2) on the 600.0 level of the New Power Plant (NPP) and replacing them with a single 15kV lineup in the location of existing bus 2. In the location of removed bus 1, a block wall is to be installed to partition the spreader room with the main floor of the power plant. In addition, the existing transit cable tray in the spreader room is to be replaced in kind with aluminum ladder tray. Seismic requirements will not be applicable for this project. The U.S. Army Corps of Engineers, Detroit District intends to issue a Request for Proposal (RFP) to award a single firm fixed-price ion contract for the replacement of the existing 15kV medium voltage switchgear in the Main Powerhouse. This current switchgear is original equipment and is causing increased reliability and operational risks due to obsolete parts and age. This project is for the replacement of the complete medium voltage switchgear system which includes cabling, all generator instrumentation transformers, benchboard modifications including new metering, control switches and internal wiring, revisions to existing protective relaying settings as required, surge arrestors, and interface wiring for alarm, communication, and control. This project also replaces asbestos cable tray with a new cable tray. This project will increase the reliability of the power distribution with the replacement of outdated obsolete equipment. Updating the excitation system to work with the new switchgear requires engineering services, drawing support, and on-site commissioning. The Contractor shall furnish all management, labor, tools, and test equipment necessary to perform all updates, configure the new module, update drawings, update the Operations & Maintenance Manual, verify interlocks, and do performance reviews in order to detect, prevent and fix the most common problems that might cause the excitation systems to fail with the new switchgear.
