The proposed scope of work for this project, Aircraft Parking Apron, consists of the following: Clearing and grubbing of existing site Pavement removal Stormwater drainage pipe and structure removal Airfield electrical lighting removal Portland Cement Concrete Pavement construction Installation of new stormwater drainage pipe and structures Regrading of surrounding turf areas Pavement Markings New taxiway edge lights New unlit taxiway signage Construction will be performed in accordance with approved Construction Phasing and Safety Plan (CSPP) in accordance with FAA AC 150/5370-2G The outer face of the sealed envelope shall be plainly marked identifying the bidder, the item(s) or service(s) bid, and the bid number (whether hand-delivered, mailed, or via UPS/Fedex or other courier service). Submittals received after the closing time will not be accepted. Multiple submittals from the same entity will not be accepted. The successful bidder will be required to furnish to the City of Pensacola a Warranty covering defects of material and workmanship for the calendar year following approval and written final acceptance of the construction. Obligation of Bidder Each Bidder is individually responsible for the careful examination of the site of the proposed Work, the Proposal, Plans, General Provisions, Technical Specifications, Contract Forms, and all other requirements of the project. At the time of the opening of bids each bidder will be presumed to have inspected the sites and to have read and to be thoroughly familiar with the plans and contract documents, including all addenda. The failure or omission of any bidder to examine any form, instrument, or document shall in no way relieve any bidder from any obligation in respect to his/her bid. Bid Award - Lowest Qualified Bidder The proposed contract is contingent upon completion of National Environmental Policy Act (NEPA) requirements and documentation approval. The City of Pensacola reserves the following rights: to accept or reject any or all bids; and to award the Contract to the most responsive and responsible Bidder whose bid is determined by the Owner to be in its best interest. The Owner reserves the right to defer award of the Contract for a period of 120 days after the date of opening bids or to reject any or all bids. In case of ambiguity or lack of clearness in stating proposal prices, the Owner reserves the right to adopt the most advantageous interpretation thereof and to accept or reject any informalities or irregularities. Any and all proposals as submitted herein are subject to further negotiation at the option of the City of Pensacola. No contract or agreement of any kind arising out of this proposal and/or negotiations shall be binding or valid against the City of Pensacola, its department, officers, employees, or agents unless such contract or agreement is in writing, has been authorized by the City of Pensacola, and signed by the Airport Director or his/her designee. The award of this contract will be based upon a combination of the base bid and all additive alternates. The Pensacola International Airport reserves the right to accept the base bid and any combination of alternates that does not exceed the amount of funds available for the project. Notwithstanding the foregoing, the Pensacola International Airport and The City of Pensacola reserves the right to accept or reject any or all bids, to award bids on a split-order basis by item number when applicable, to waive any bid informalities and to re-advertise for bids when deemed in the best interest of the City of Pensacola.
