The City of Vacaville is seeking proposals for the preparation of an East of Leisure Town (ELT) Growth Area Specific Plan. The plan will provide land use, urban design, and economic development for the 1,317 acre ELT Growth Area, which includes 669 acres of city property and 648 acres in the unincorporated county. The City of Vacaville Community Development Department ("City") is distributing a Request for Proposals (RFP) and is seeking the submittal of proposals (scope of work, strategies, schedule, and fee schedule) to prepare the East of Leisure Town (ELT) Growth Area Specific Plan. The overall work program will provide land use planning, urban design, economic development, circulation planning, and public engagement services for the roughly 1,317-acre ELT Growth Area, of which 669 acres are currently in the City of Vacaville and 648 acres are within the unincorporated County. The City seeks a qualified consultant team, or consultant teams, with significant experience in the principles and implementation of urban planning (including land use, pedestrian-oriented urban design, crime prevention through environmental design, etc.), park/trail planning, civil and traffic engineering, public infrastructure, public finance/fiscal analysis, mitigating environmental impacts through project design and standards, and associated fields, in order to develop and prepare a Specific Plan. Additionally, the City is interested in planning consultants with demonstrated expertise and experience in preparing a Specific Plan (as provided for in Government Code sections 65450-65457) built upon broad public involvement and consensus building. Owner Rights: The City reserves the right to reject any and all proposals. The City reserves the right to waive informalities in submitted documents. Pre-Submittal Questions Due May 8, 2024 Question Responses Posted May 10, 2024 While not required, qualified multi-disciplinary firms are welcome to submit proposals for both the Specific Plan and EIR, or team with other qualified firms to submit a comprehensive proposal for both the Specific Plan and EIR as a means to reduce redundancies, streamline the process and/or reduce costs. The City is looking for a consultant with demonstrated exemplary project management skills coordinating with other consultants, private developers, stakeholders, City staff, and other responsible outside agencies. The method of Contractor Selection has not been Determined at this time.
