The City of South Sioux City, Nebraska is soliciting engineering qualifications for Phase I - Scenic Park Storm Safe Room with federal assistance from the Hazard Mitigation Grant program as agreed between the Nebraska Emergency Management Agency and the City (Project #DR-4641-NE-003). Phase 1 includes the design of the Storm Safe Room and preparation for construction. The City of South Sioux City is proposing to construct a 30'x70' dual purpose tornado safe room to serve the north area of Scenic Park. Scenic Park is a 133-acre park located along the Missouri River that encompasses an aquatic center, a 135-RV campground, 3-cabins and tents sites along with 5- baseball/softball fields, 15-soccer fields, a rugby field, an outdoor movie wall, and an indoor tennis facility. The proposed project will be located in the northern area of the park where the RV campground, aquatic center and baseball/softball fields are located. The projects' outcome will result in the construction of a storm safe room that will serve this northern area of the park with a propose occupancy of 313 during high winds or tornados up to 250 mph. There are no storm safe rooms located within the park area and only non-rated bathrooms in the campground and bathrooms/concession in the ball area serves the area. Scope of Work is contained in the grant agreement DR-4641-NE-003 as approved by Council. Submittals must include a letter of interest and qualifications. Review and recommendation is made by the City Council Selection Com- mittee based on the following criteria: (l)-Agreement to the terms of the award (DR-4641-NE-003) as approved by Council; (2)-Three to four FEMA/NEMA past performance summaries on similar projects with references; (3)-Familiarity with com- munity and project type; (4)-Capacity of firm with key personnel or management plan for this project; (5)-Familiarity with federal, state, and local regulations, methods of procure- ment, state and local compliance issues; and (6)-AbiIity to meet the cost, time and scheduling of the project as indicated by the award/Scope of Work Submissions must remain firm for sixty (60) days from the submission due date. At its sole discretion, the City of South Sioux City reserves the right to reject any or all submissions and to select the submission that is deemed to be in the city's best interest.
