Demolition, site work and asbestos abatement for an educational facility in Edmundston, New Brunswick. Completed plans call for the demolition of a educational facility; for site work for a educational facility; and for asbestos abatement for a educational facility.

The City of Edmundston is inviting interested tenderers to present an offer for the abatement and demolition of the former Edmundston NBCC. The latest revision and amendments of the Procurement Act, S.N.B. 2012, c. 20, the Goods and Services Regulation 2014-93 - Procurement Act, O.C.2014-273, and the Construction Services Regulation - Procurement Act, O.C. 2022-306, shall apply for tendering procedures. A Bid Bond in the amount of 10% of the tender price, payable to the City of Edmundston, must accompany the tender. The successful tenderer will be required to provide a Performance and a Labour and Material Payment Bond each in the amount of 50% of the accepted tender price. The performance bond and the labour and material payment bond shall be in the form prescribed by Regulation 2021-81 under the Construction Remedies Act, S.N.B. 2020, c.29, and each such bond shall extend protection to Subcontractors of the Bidders and to other persons who supply services or materials to the Bidder for the Work, including to any other person or class persons to whom protection must be extended under Regulation 2021-81, in such amount(s) as may be prescribed thereunder. Tenders will have to be signed and the name, address and phone number of the tenderer will also have to be indicated. The lowest or any tender will not necessarily be accepted, and tenders received after the specified closing time and date will not be accepted. Tender documents regarding this contract may be obtained only at the City Hall front desk, located at the Edmundston City Hall, via e-mail at plan@edmundston.ca or by calling 506-739-2125. * To clarify that as specified in the tender documents, the abatement and demolition of the former Edmundston CCNB building, is to include the removal of all the foundations/retaining walls in order to make it easier for future development. ** To clarify the scope of work under Section 02 65 00 "Storage Tank Removal" of the tender specifications, and what is to be included in the bid price. The removal of any underground storage tanks found during the abatement and demolition work will be required. The methods are presented in the specification so it is understood what is to be done one if is identified. At the time of the tendering, two (2) above ground tanks have been identified at the site and their removal should be included in the bid price. For any other tanks, either above or underground, that would be discovered during the abatement and demolition work, it is expected that the cost would be an extra to the contract. As for contaminated soil, again the specifications indicate that if they should be encountered during the abatement or demolition work, or following the removal of above or underground tanks, that they should be removed and disposed of accordingly. It is expected that the cost associated with the removal and disposal of unidentified contaminated soils would also be an extra to the contract. Finally, just to clarify, if monitoring wells or observation wells were identified, there removal would be required. There's no expectation to install additional observation of monitoring wells as part of this demolition project. *** To clarify the disposal requirements for the lead paint in and on the building. In keeping with the requirements of the Department of Environment and Local Government Disposal of Lead Paint & Lead Painted Materials Guideline https://www2.gnb.ca/content/dam/gnb/Departments/env/pdf/LandWaste-TerreDechets/LeadPaint.pdf “If it has been determined that the object containing lead paint is not leachable toxic, then it may be disposed of at a Regional Sanitary Landfill or taken to a Municipal Transfer Station if appropriate.” It is our understanding that in general the painted building materials will require disposal at a sanitary landfill due to the lead content which exceeds 1000 ppm but is not leachate containing over 5 mg/L. With the exception of painted metal that can be recycled at the discretion of the receiving entity and the areas of identified leachate paint that will require out of province disposal.
