This project provides for Runway 12R-30L grading, drainage, and shoulder improvements; the full reconstruction of a segment of Taxiway D (concrete taxiway pavement segment approximately 5,000 square yards in area); and related infrastructure. The project includes traffic control and airport security; pavement removals; concrete pavement construction; asphalt pavement construction; taxiway lighting and airfield signage systems; excavation and backfill; grading and drainage improvements; erosion control and turf establishment; and pavement marking. The goal of the MAC for the utilization of Disadvantaged Business Enterprises on this project is 6.0%. Each bid shall be accompanied by a "Bid Security" in the form of a certified check made payable to the MAC in the amount of not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the MAC, with the surety company thereon duly authorized to do business in the State of Minnesota. Such Bid Security to be a guarantee that the bidder will not, without the consent of the MAC, withdraw its bid for a period of (70) days after the opening of bids, and, if awarded the Contract, will enter into a contract with the MAC, and in connection therewith, give Performance and Payment Bonds as required by law and on forms furnished to the Contractor by the MAC. In the event the Bidder fails to enter into a Contract, the amount of the certified check will be retained or the bond enforced by the MAC. The Design Consultant, Construction Coordinator, and MAC's Representatives will review the Contract Documents with Bidders and Subcontractors, and will respond to all contractor and subcontractor questions. The MAC, however, reserves the right to reject any or all bids and to waive any minor irregularities, informalities or discrepancies.
