Removal and Replacement of Existing Paths at Edson Fichter Nature Area - Pocatello. All bids must comply with the criteria and requirements established in the RFP document and signed and dated by the bidder. BACKGROUND About a quarter century ago Idaho Fish & Game acquired the property that encompasses Edson Fichter Nature area. Many changes and improvements have been made through cooperative efforts of local businesses, foundations, individual contributions, and funding through Idaho Fish & Game. Countless volunteer hours have positively impacted and continue to provide service to make Edson Fichter Nature Area attractive for residents to gather, learn, walk, bike, fish, train their water dogs and enjoy a natural experience very close to town. Habitat improvements have encouraged diverse wildlife to resume using the area. In the past year river otters, bald eagles and mink have been observed. Some of the early improvements have deteriorated and are now in need of repair or replacement. This RFP is submitted to local contractors to facilitate some of the needed upgrades. As it has been from the beginning, the funding for this project may originate from several sources and may take time to secure. Portions of this overall project may need to be done in phases depending on available funds. INTRODUCTION Idaho Fish and Game is soliciting proposals for removal and replacement of existing asphalt paths north of the Portneuf River at the Edson Fichter Nature Area. Additionally, the stone pavers in the Amphitheater will be removed and replaced with colored, stamped concrete. Please reference drawings SK23018-000, SK23018-001 and SK23018-003 Stormwater Pollution Prevention Plan (SWPPP) is not required. IDFG has completed a Low-Erosivity Waiver Certification for projects less than 5 acres. However proper Idaho DEQ Best-Management Practices will be followed where applicable. GENERAL REQUIREMENTS Contractor must have a current Idaho Publics Works license at the time of bid submittal and during construction. Each phase of construction will be bid as a separate line item. Please include a separate mobilization for each phase. Bidding this way is dictated by the unknown sources of funding at Bid time. There is also a single line for the entire project cost. It is anticipated this amount may be less than the sum of the individual line-item bids if awarded to one contractor. Prices submitted will be good for one year from the bid date. Funding has not been secured and it may take several months to receive commitments from private donors. Refer to SK23O18-OOO for engineering specifications. AMPTHEATER DEMOLITION SCOPE Red paver stones are to be recovered, palleted and delivered to F&G Regional office on Barton Road. Sand from under the stones can be stock piled for use on path subgrade (mixed with native soil and compacted). The geotechnical fabric under the sand will need to be disposed of at Bannock County Landfill. See SK23018-002 for concrete construction details. PATH DEMOLITION SCOPE Existing asphalt is be removed and disposed of off-site. Roots and unsuitable subgrade shall also be removed and disposed off-site. If there is geotechnical fabric under the asphalt, it will need to be disposed of at Bannock County Landfill. Clean topsoil may be moved to a location south of the dog training pond and stock piled for future use. See SK23O18-OO1 for path construction details
