The Township of Abington, Montgomery County, Pennsylvania ("Township") is seeking proposals from qualified consultants and firms to provide professional, administrative, technical and other related services for the Abington Homeowner Occupied Rehabilitation Program and related community development projects including inspecting properties, providing rehabilitation specifications with cost estimates, inspecting contractor work and reviewing invoices. Funding for this program is provided by the Community Development Block Grant Program (CDBG) from the U.S. Department of Housing and Urban Development. Additional funding may be provided by a grant from the Pennsylvania Department of Community and Economic Development under the federally-funded HOME Investment Partnership Program (HOME). The following criteria, in order of importance, will be used to select the consultant for this project: The following criteria, in order of importance, will be used to select the consultant for this project: 1. Knowledge and understanding of HUD's HQS and local building codes. 2. Qualifications, certifications, and previous experience in managing a housing rehabilitation program, housing rehabilitation projects and other construction programs. 3. Cost of services. 4. Capacity of Respondent to complete services in a timely manner. 5. The number of hours of service to be provided for each task in terms of adequacy and efficiency. 6. MBE, WBE or SERB designation.
