Site work and new construction of a multi-residential development in E Harwich, Massachusetts. Conceptual plans call for the construction of a multi-residential development; and for site work for a multi-residential development.
The Harwich Affordable Housing Trust ("Trust"), through its Chief Procurement Officer, is seeking proposals from qualified developers for the development of no more than 90 bedrooms of affordable rental housing at a range of incomes on a parcel of land owned by the Trust. The property, about 6 acres, is located south of Bassett's Lane at 456 Queen Anne Road in Harwich and is further described at the Barnstable County Registry of Deeds Book 34262, Page 277. The Trust intends to enter a Land Development Agreement and lease the property to the developer, with affordability restrictions. The developer will be responsible for the design, construction, development, and operation of the rental units at the property. The purpose of this RFP is to select a developer with demonstrated experience and capacity to carry out a development project that best addresses the needs and goals of the Affordable Housing Trust as described in this RFP. The most advantageous proposal, from a responsive and responsible proposer, considering all evaluation criteria in the RFP, will be selected. The Trust has determined that the award of this contract is subject to the Uniform Procurement Act. M.G.L. c. 30B. The provisions of M.G.L. c. 30B are incorporated herein by reference. In order to be considered a complete submission, proposals should be marked "456 Queen Anne Road Housing Proposal" and must include all required documents completed and signed by a duly authorized signatory, including the: 1. Cover page labeled" 456 Queen Anne Road Housing Proposal" to the Harwich Affordable Housing Trust for the development of rental family housing, specifying: (1) the development entity, (2) primary contact person, and (3) all contact information. The Trust reserves the right to reject any or all proposals or to cancel this Request for Proposals if that is deemed to be in the best interest of the Trust. All inquiries should be made via e-mail and directed to: Brianna Powell, bpowell@harwich-ma.gov no later than Tuesday, May 28, 2024. Inquiries should have a subject line entitled 456 Queen Anne Road Housing RFP Inquiry. Any inquiries after such date will not be accepted. All inquiries for which a response is provided, together with the responses, will be shared with all proposers who have provided their contact information. Proposers should undertake their own review and analysis concerning physical conditions, environmental conditions, applicable zoning, required permits and approvals, and other development and legal considerations. The Trust makes no representations or warranties, express or implied, as to the accuracy and/or completeness of the information provided in this RFP. This RFP, including all attachments, is made subject to errors, omissions, and withdrawal without prior notice, and different interpretations of laws and regulations. The Proposer assumes all risk in connection with the use of the information and releases the Trust from any liability in connection with the use of the information provided by the Trust. Further, the Trust makes no representation or warranty with respected to the property, including without limitation, the value, quality or character of the property or its fitness or suitability for any particular use and/or the physical and environmental condition of the property. The property will be conveyed in "AS-IS" condition. Each Proposer shall undertake its own review and analysis (due diligence) concerning the physical and environmental condition of the property, applicable zoning and other land use laws, required permits and approvals, and other development, ownership and legal considerations pertaining to the property and the use of the property, and shall be responsible for applying for and obtaining any and all permits and approvals necessary or convenient for the Proposer's use. All costs and expenses of leasing and developing the property, including, without limitation, the costs of permitting and improvements, shall be the sole responsibility of the successful proposer. A Proposer may correct, modify, or withdraw a proposal by written notice received prior to the time set for the submission of proposals, but not thereafter. Each responsive proposal will be evaluated first for compliance with the threshold (minimum) criteria and, if it meets those criteria, then evaluated according to the criteria set forth. however, all proposers must familiarize themselves with the property by undertaking an independent review and analysis of physical conditions, regulatory constraints, required permits and approvals, and other legal considerations.
