Site work and paving for a mixed-use development in Nancy, Kentucky. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. County - Pulaski Route - LN-9008 Item Nos. - 8-59.50 & 8-59.60 Project Description - Somerset Northern Bypass (LN-9008) Sections 3 & 4; from west of the bridge over US-27 and the Norfolk Southern Railroad, east to the KY461/KY-80 Interchange (includes the KY-39 interchange) Project Manager - Joseph Gossage, P.E. User Division - Highway Design Approximate Fee - $4,500,000 Final Design (Lump Sum) 8-59.50 - $2,000,000 | 8-59.60 - $2,500,000 Project Funding - KYD (Federal Funds) Project Length - Approximately 8.0 miles The purpose of this project is to complete the Somerset Northern Bypass to enhance regional mobility and provide a safer, free flowing connection between I-65 and the Cumberland Parkway to the west to the new KY-80/Hal Rogers Parkway/KY-461 Interchange and I-75 to the east. KY-80 provides the primary east-west arterial connection from Somerset in Pulaski County to London in Laurel County, linking the Cumberland Parkway in the west to I-75 and the Hal Rogers parkway in the east. The route carries between 8,000 and 19,000 vehicles per day, including as many as 2,300 trucks daily. KY-461 provides a vital north-south arterial connection linking KY-80 near Shopville in Pulaski County to I-75 near Mount Vernon in Rockcastle County. KY-461 carries approximately 11,000 vehicles per day including 2,000 trucks. The Valley Oak Industrial Complex is located along KY-461 and generates approximately 3,000 jobs for the region. These traffic concerns demonstrate the extreme pressure this regional roadway system is under due to the heavy traffic demand generated by intense local economic growth combined with high volumes of through traffic. The Consultant team shall include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan would demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. If included, an additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. A maximum of four (4) points will be considered in the Evaluation Factors for the DBE Participation Plan. First Selection Meeting: June 10, 2024 Final Selection: June 26, 2024 Pre-Design Conference: July 3, 2024 Consultant Fee Proposal: July 12, 2024 Contract Negotiations: July 24, 2024 Notice to Proceed: August 14, 2024 The method of contractor selection has not been determined at this time.
