If the proposal is accepted and the bidder is declared "not responsive," it is hereby agreed that the amount of the proposal guaranty will become the property of the State of Illinois and shall be considered as payment of damages due to the delay and other causes suffered by the State because of the failure to adhere to the procedures required. Otherwise, the bid bond will become void or the proposal guaranty check will be returned to the bidder. Contractors who desire to become prequalified or to renew their prequalification for this letting must file with the Department of Transportation, Bureau of Construction, Room 322, 2300 South Dirksen Parkway, Springfield, Illinois 62764, a Contractors Statement of Experience and Financial Condition no later than 4:30 PM prevailing local time, May 24, 2024. A contractor will not be prequalified for this letting unless the statement is received before the time and day established. The Department reserves the right to reject any and all bids, to waive minor or immaterial irregularities, informalities or technicalities, to advertise for new bids, or to request confirmation or clarification from any bidder regarding a bid. IL DOT - 175 - Cold-in-Place Recycling and Resurfacing With Aggregate Shoulders on Old Fairfield Road Any deviation from the DBE condition-of-award or contract plans, specifications, or special provisions must be approved, in writing, by the Department as provided elsewhere in the Contract. The Contractor shall notify affected DBEs in writing of any changes in the scope of work which result in a reduction in the dollar amount condition-of-award to the contract. Where the revision includes work committed to a new DBE subcontractor, not previously involved in the project, then a Request for Approval of Subcontractor, Department form BC 260A or AER 260A, must be signed and submitted. If the commitment of work is in the form of additional tasks assigned to an existing subcontract, a new Request for Approval of Subcontractor will not be required. However, the Contractor must document efforts to assure the existing DBE subcontractor is capable of performing the additional work and has agreed in writing to the change. 2. DESCRIPTION OF WORK. The proposed improvement is identified and advertised for bids in the Invitation for Bids as: Contract No. 99733 JEFFERSON County Section 21-00224-00-RS Project 793A-266 () Routes FAU 8715 & FAS 1830 (Old Fairfield Road) District 9 Construction Funds Cold-in-Place recycling and resurfacing with aggregate shoulders on Old Fairfield Road from 0.2 mile west of Campground Lane to IL 15. This work shall consist of Cold-In-Place Recycling of an existing bituminous asphalt roadway on Old Fairfield Road to a depth of 4 inches and 1.75 inches of surface course asphalt Description. This work shall consist of cold milling and pulverizing existing bituminous layers to a specified depth and maximum size; mixing emulsified asphalt, water, and additives with the recycled material; and spreading and compacting the mixture. Description. This work shall consist of surface profile milling existing, recycled, or reclaimed flexible pavement prior to application of a surface treatment less than or equal to 1.5 in. (38 mm) thick
