Reference Number 0000352955 The Work to be constructed under the Contract is located in the City of Mission Viejo. The Work to be performed consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plans, Specifications, and Contract Documents for the above-stated Contract. The general items of Work to be done hereunder consist of 1. Removal and replacement of asphalt concrete. 2. Cold planing, placement of pavement fabric and AC overlay. 3. Adjustment of manhole, valve and monument covers to grade. 4. Resetting visible survey monuments. At the time of Contract award to a bidder, the bidder shall possess a Class A or Class C-12 Contractor's License issued by the State of California. *The Agency reserves the right, after opening bids, to reject any or all bids, or to make award to the lowest responsive and responsible bidder and reject all other bids; to waive any informality in the bidding and to take all bids under advisement for a period of 45 days. Bids will be compared on the basis of the Engineer's estimate of the quantities of the several items of Work as shown on the Bid Sheets. Only such plans, specifications, and items of work as are appropriate shall apply to the Work as bid. The Contractor shall have forty-Five (45) Working Days to Complete the Work SCOPE OF WORK The Work to be done consists of furnishing all permits, licenses, testing, materials, equipment, tools, labor and incidentals as required by the Contract Documents to construct the above-stated project, as well as any other duties or obligations of Contractor under the Contract Documents. The general items of Work include the removal and replacement of selected areas of AC pavement and the adjustment to grade of selected manhole, water valve and survey monument covers, as marked out by the AGENCY'S representative. In addition, designated streets shall receive a header-cut, cold-plane, engineered paving mat, and an asphalt overlay. When "Standard Specifications" or "Greenbook" are referred to in these specifications, it shall mean those specifications titled Standard Specifications for Public Works Construction, latest Edition. As used throughout this specification, the term "City Engineer" shall mean the City Engineer for the City of Mission Viejo or his designated representative. The above improvements to include, but are not limited to, site mobilization, site clearing and grading, and all appurtenant Work. Control of the work shall be in accordance with the following: A. The Contractor shall give twenty-four (24) hours' notice, in writing, when he will require the services of the City Engineer or his agent for laying out any portion of the work. B. In case of conflict between the various contract documents, the order of precedence shall be as follows: 1. Special Provisions 2. General Specifications 3. City of Mission Viejo Standard Plans 4. Standard Specifications for Public Works Construction (Greenbook) 5. County of Orange Standard Plans C. In case of conflict between the Specifications and the instructions and conditions of the invitation to bid, the more restrictive specifications shall have precedence.
