Tire, Trash and Debris Removal from the Trinity River and Lake Ray Hubbard Question Deadline 06/07/2024 at 2:00 PM CT Location : online portal. The intent of this specification is to establish a three (3) year Indefinite Delivery/Indefinite Quantity (ID/IQ) master agreement for services to remove tires, trash and debris from creeks, channels, and vacant lots on and along the Trinity River and Lake Ray Hubbard. ID/IQ agreements are established when quantities of services and/or delivery schedules cannot be determined. Services under this agreement will be ordered on an as needed basis for the term of the agreement. $100.00 bid security (sealed bid bond, certified check, or cashier's check) as an attachment to their electronic bid The scope of this service agreement is for the removal of tires, trash and/or debris from creeks, channels, and vacant lots in and along the Trinity River and Lake Ray Hubbard. Local Preference Local Preference - Sections 2-32(h)(2) and (h)(3) of the Dallas City Code (adopted pursuant to Sections 271.905 and 271.9051 of the Texas Local Government Code), as amended, authorize the City of Dallas to grant a preference to a local business (a business with its principal place of business in the City of Dallas) and in awarding certain competitively bid contracts with the City when the local business bid is within a specified percentage from the lowest responsible bid, please refer to sections 40-42 of this document. A business interested in being considered for local preference shall complete the Office of Procurement Services Local Preference Affidavit (OPSFRM-144) and submit the form with its bid This service agreement will be used for the cleaning of these areas, upon the request of the City and shall include the removal of all tires and debris as well as any other rubber debris from within the Trinity River, vacant lots, creeks/channels, as well as in and around Lake Ray Hubbard. Although trash may be removed, this is considered incidental to the primary focus of tire and debris removal. Additionally, debris shall be considered deadwood, logs, trash, natural and manmade products. The City's intent is to award this solicitation in its entirety, but the City reserves the right to award in the method that is most advantageous to the City. The City reserves the sole discretion to determine whether a solicitation response is responsive. City reserves the right to reject any or all bids and to waive minor irregularities or discrepancies in any solicitation response as may be in the best interest of City. Late bids will not be considered for award.
