Contract with one or more companies to provide nuisance abatement services when property owners fail to comply after legal notice. The contractors shall provide services that include but are not limited to mowing tall grass, weeds, and/or vegetation, removing yard waste, removing bulky curbside items, removing junk and debris, and/or securing (boarding up) residential and commercial structures found to be vacant and open. The Housing and Neighborhood Services Code Enforcement Division ("Code Enforcement") is authorized, through Chapter 5, Building and Building Regulations, and Chapter 10, Heath, and Sanitation, of the City of Charlotte Code of Ordinances ("Ordinances") to hire Companies to provide Nuisance Abatement Services ("Services"). When a Code Enforcement Officer ("Officer") determines that a property violates the Ordinances, the Officer may issue a Notice of Violation to the property owner. The property owner is given a specified period to bring the property into compliance. If the property remains in violation upon re-inspection, the Ordinances allow the City to hire an independent contractor to correct the Violation. This RFP is being issued to establish one or more contracts with vendors to work in conjunction with Code Enforcement to provide the following services. While the City is flexible to certain elements of the Nuisance Abatement Services, the City has specific requirements and preferences for the Service delivery method. Companies may submit a proposal for all Services, or may choose to submit a proposal for either the lawn maintenance/debris removal/property securing services (must be able to perform all Services included in this category) OR the graffiti removal services. Companies are permitted to submit questions for purposes of clarifying this RFP. September 9, 2024 Services Commence. Company begins providing the Services. May 31 - July 5, 2024 Evaluation.
