The Engineer's Estimate for this project Base Bid is: $4,077,000.00. Construction Work shall be substantially completed by June 15, 2025. There will be an interim completion date of November 10, 2024 for a portion of the roads, all outlined in the General Notes from the Bid Package. Upon receiving a responsible and responsive low bid, the County will proceed with Award of the Contract. Time is of the essence to this agreement. A pre-bid conference will not be held by the Stark County Engineer's Office. If any questions or clarifications are needed answered, please email them to us prior to June 4, 2024 at 10:00AM and we will address them accordingly. On and after May 17, 2024, from 7:30 AM to 4:00 PM, Monday through Friday, specifications and other contract documents are on file for review at: Stark County Engineer's Office, 5165 Southway Street SW, Canton, Ohio 44706. (Phone 330-477-6781) Each bid shall be accompanied by a bid guaranty in the form of (1) a certified check, or cashier's check, or letter of credit equal to ten percent (10%) of the bid; or (2) a bid guaranty bond for the full amount of the bid; both forms of guaranties as provided in Chapter 153 of the Ohio Revised Code and in the project specifications. The amount of the bid for said guaranty purposes shall include all additive alternates. All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of the bid opening, a proper contract shall be executed and that upon failure or refusal to enter into said contract within ten (10) days after receipt of notification of award, the bidder and the surety on any bond shall be liable to the County in an amount not to exceed ten (10) percent of the bid. The Stark County Commissioners reserve the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept any bid which is deemed most favorable to the County at the time and under the conditions stipulated. The Engineer will review all bids for irregularities and unbalancing. Any unbalancing or irregularities found may be cause for rejection of the entire bid. The commissioners further declare that they will award the contract for this project to the lowest and best bid which may not necessarily be the lowest bid. No single factor will control the Board's decision to award, and the Board reserves the right to exercise its full discretion. No work may commence on this project until receipt by the contractor of a formal notice to proceed from the County Commissioners.
