Kent County will award and contract for the goods and services in this Solicitation in an efficient and timely manner. In no event will notification of award be more than 45 days from the date of submission. INTRODUCTION The Kent County Purchasing Division on behalf of Tyrone Township, is soliciting bids for a multifaceted project that includes Asbestos Removal/Disposal, Building Demolition, Site Clearance, New Parking Lot Construction, and Playground installation located at 106 N. Main Street, Kent City. Funding is provided in part through a Federal Community Development Block Grant (CDBG) from the US Department of Housing and Urban Development (HUD) and is therefore subject to Buy America Preferences requiring domestic content procurement of iron, steel, construction materials, and manufactured products as set forth in the Build America, Buy America Act (Appendix F). Removal of identified asbestos-containing material must be completed within 90 days of the award by a certified asbestos removal contractor in coordination with TRC Environmental Corporation, who will observe and document the removal. The allowable on-site demolition and construction period for this project is 120 consecutive days from the start of the demolition activity, with all project activity completed by May 31, 2025. Each offer over $500,000 must be accompanied by a Bid Bond executed by the Respondent and payable to County of Kent for 5% of the total amount of the offer. Attorneys-in-fact who sign Bid Bonds, Payment Bonds or Performance Bonds must file a certified dated copy of their Power of Attorney. A certified check, bank draft, cashier's check, or negotiable U.S. Government bond (at par value) may be submitted In lieu of a Bid Bond. Personal checks are NOT acceptable. PERFORMANCE AND PAYMENT BOND Each contract over $50,000 must be accompanied by a Performance Bond and a Payment Bond, each payable to the Owner (County of Kent) and each in the amount of 100% of the contract price with a corporate surety approved by the funding agency, for the faithful performance of the contract. Kent County reserves the right to publish and respond to an inquiry, respond directly to the inquirer without publishing, or not respond to the inquiry, at its sole discretion. Kent County's decision to respond or not respond to an inquiry shall not be the basis for a protest of award.
