THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Jon Holsopple) for receipt by close of business (2 p.m. local Denver time) on May 31, 2024: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm's capability to bond for a single project of $5 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the NM ERFO FS SNTFE 2022-1(1) El Porvenir Bridge project in which you performed prefabricated steel bridge construction, structural concrete, drilled shafts, and embankment construction. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ Project Details: NM ERFO FS SNTFE 2022-1(1) El Porvenir Bridge PROJECT DESCRIPTION: The purpose of this project is to replace the previous bridge which was destroyed in the Hermits Peak/ Calf Canyon fire in April 2022. The bridge is located in the Santa Fe National Forest, approximately 17-miles northwest of Las Vegas, NM. The project is considered 4R and located in Mountainous terrain. SCOPE OF THE WORK: The proposed improvements include a new bridge west of the previously destroyed structure. The replacement bridge is planned to be a prefabricated steel structure with a span of 97 feet and a width of 16 feet. The bridge will be founded on drilled shafts. In addition, the scope includes removal of an existing low water crossing, which is serving as a temporary diversion for traffic along the route. Embankment work will be required for the realignment of the aggregate surfaced road. PRINCIPAL WORK ITEMS: Prefabricated Steel Bridge: LPSM Structural Concrete: 84 CUYD Drilled Shafts, 24 Inch Diameter: 103 LNFT Embankment Construction: 2,000 CUYD The anticipated advertisement date is August 2024 with an award date of September 2024. Physical construction activities at the site are anticipated to occur between June and December 2025. The estimated price range of the project work is between $2,000,000 and $5,000,000. The Method of Contractor Selection has not been determined at this Time *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
