**As of June 14, 2024 No bids received. No definite date for the rebid.** GENERAL SCOPE OF WORK A. Harrison County Schools is seeking bids for the repair/resurfacing of 6 tennis courts located at RCB High School, One Eagle Way, Clarksburg, WV. Court condition pictures are included as Attachment A, posted with this bid package. B. Court surface is pitted but no pit is large and there are no cracks on any court. Slope is excellent. Overall size is 238'x150'=35,700sq.ft. /9=3,967sq.yds. C. We are specifying a 5-step resurfacing process. Proposals should not be subject to additional costs for weather delays. E. Resurfacer Two coat system of tinted acrylic resurfacer using 700# silica sand per 55 gal. of concentrate. F. Laykold Acrylic Advantage Two color layout or Equivalent, two coats Laykold Acrylic Advantage or Equivalent with sand. If quoting equivalent product to Laykold, please specify differences. G. Finish Coat Two color layout Laykold finish coat or equivalent no sand/wear coat to achieve a mediumfast pace rating of 40-44. H. Line Painting Tennis 2" White tennis lines using line prime and texturized line paint. I. Provide location of two tennis court sites that you have resurfaced in the Ohio, Pennsylvania, Maryland, or West Virginia area that may be visited if needed. J. Optional: please provide a price for 6 Edwards and/or MacGregor, Har-Tru brand tennis court nets. Your bid will not gain or lose points for including or not including this. K. All facility access / review will be coordinated by the RCB Athletic Director, Eric Post (304)326-7206. L. All work must be completed by September 1, 2024. It is the intent of the Owner to award a contract based on a Matrix that includes cost, ability to complete project by September 1, 2024, References, and Quality of Services, provided the bid has been submitted in accordance with the requirements of the bidding documents, does not exceed the funds available, and there have been no findings of irregular or unsatisfactory work practices performed by the contractor on a past job(s). The Owner shall have the right to waive any informality or irregularity in any bid or bids received and have the right to accept the bid in whole or in part which, in his/her judgment, is in the school system's best interest. B. The contract shall be deemed as having been awarded when formal notice of award has been duly served upon the intended awardee (i.e., the bidder) and/or issuance of the Owner's purchase order for said contract work. No Performance & Material Bond is required for projects of $25,000 or less. B. For projects exceeding $25,000, the bidder to whom the contract is awarded shall pay for, execute, and deliver to the Owner within ten (10) business days after award of the contract by the Owner a 100% corporate surety Performance and Material Payment Bond on AIA Document A311 (or equivalent form), to be executed by a solvent Bonding company listed in the most current Federal Register, Circular 570, and is authorized to do business in West Virginia. The labor and material Bond shall be in the sum of 100% of the company contract. Question Deadline 05/28/2024 at 10:00 AM ET Questions shall be submitted in writing to Jill Fratto, Purchasing Director, at Jill.Fratto@k12.wv.us. Questions shall be received by to receive an answer. The contract shall be considered initiated at the issuance of a Purchase Order. (Specific location start dates TBD.) Work will begin after contract is awarded and approved by the Harrison County Board of Education. Performance Bond and Certification of Insurance must be submitted before work may begin. Substantial completion of this project shall be NO LATER THAN September 1, 2024. The contractor who has not substantially completed the project and vacated the premises by the above stated completion date shall be subject to Liquidated Damages. Liquidated Damages: If applicable, the contractor agrees that from the compensation otherwise to be paid, the Owner may retain a sum in accordance with the following schedule for each day the contractor exceeds the project completion date specified in this Bid Document, Sundays and holidays included, the proper measure of liquidated damages which the Owner will sustain per diem by failure of the contractor to complete the work at the stipulated time; the sum is not to be construed in any sense a penalty. For each calendar day of delay in achieving Substantial Completion, the contractor shall be liable for and pay the Harrison County Schools $150.00 per day, not as a penalty, but as liquated damages. Worker's Compensation/Employer's Liability: Statutory-State of West Virginia-Compensation thru State Fund. Employer's Liability - Limits Required: $500,000 - each employee $500,000 - each accident $500,000 - aggregate Coverage must include legal liability brought under WV Code Annot. (1978) Section 23-4-2. The Owner shall have the right to reject any or all bids and to reject a bid not accompanied by the required bid security or by other data required by the bidding documents or to reject a bid which is in any way incomplete or irregular. B. The Owner shall have the right to reject a bid based on a bidder's past work practices (with the Owner and/or other firm/government agency). In addition, any judgments or complaints against a bidder shall be cause to reject a bid. No bidder may withdraw his bid within thirty (30) days after bid opening. The Owner reserves the right to conduct such investigation as necessary to determine the responsibility of a bidder, to waive all informalities in the bidding process to the extent permitted by law, to reject any or all bids, and to make selections from the bids that are solely in the best interest of the Owner.
