(e.g., ps 177q; solicitation #: firm name - bid; ps 177q; solicitation #: firm name - wsf (mep); ps 177q; solicitation #: firm name - bid bond.) please make sure that your firm are currently prequalified with the sca. in addition, your firm must be qualified to perform work greater than three million ($3,000,000) dollars if your bid is in excess of $3,000,000 and that your firm has the applicable experience for this scope of work as of the bid opening date and time. as a condition of award under this solicitation, the sca will require the lowest responsive, and responsible bidder and its subcontractors of any tier performing work on this project to become signatory to, and be bound by, the provisions of the project labor agreement (pla). website access firms seeking to submit bids or to obtain the solicitation documents and addenda for this project are directed to do so via our bidset website utilizing the solicitation number above in the format as follow: xx-xxxxxd. insurance see specific contractor-furnished insurance requirements and sca-furnished insurance coverage, builder's risk coverage and deductibles, the owner controlled insurance program (ocip). the ocip manual is available at the following website bid breakdown: upon request, the apparent low bidder for this project will be required to submit to the sca/construction manager its bid breakdown using a project specific template, within seventy-two (72) hours of the bid opening or when requested. phasing exhibit attached, as appendix b to the construction contract is the phasing exhibit for this project. lump sum bid amount: all bid amounts must be in whole dollars only. bidders shall submit a lump sum bid amount in the form attached as appendix a to the construction contract to complete the project within the "performance period" after normal school hours under the conditions specified in the contract documents (as defined in the sca's general conditions dated october 11, 2022) inclusive of the phasing exhibit. bid bond all bonds are being processed via surety 2000 a bid bond along with its power attorney prepared on the form attached to the construction contract as appendix c or a certified check of the bidder for five (5%) percent of the bid amount must accompany the lump sum bid form (appendix a). wicks trade work a "wicks" subcontractor is defined as a subcontractor performing construction work in the hvac, plumbing & gas fitting or electrical trades and (except for hvac) licensed to do business in the city of new york in that trade. the sca has determined that the work under this solicitation involves hvac, plumbing and gas fitting and electrical work. all proposed "wicks" trade subcontractors must be prequalified by the sca. however, said firm must not be "disqualified", "suspended", or "ineligible", at the time of bid opening. therefore, the bidder must include with its bid, and in accordance with the information for bidders section, the names of all its proposed "wicks" trade subcontractors and estimates for each of the trades listed in the previous sentence. the bidder must complete and submit with its bid the "wicks" subcontractor request form. (appendix g). if the bidder intends to perform the "wicks" trade work with its own forces, it must include with its bid, in accordance with the information for bidders section, its name, the trade(s) and an estimate for the trade(s). bidders intending to perform electrical or plumbing work with their own forces must be properly licensed to perform this work in the city of new york. if a bidder intends to perform hvac work with its own forces, it must furnish, upon the sca's request, evidence satisfactory to the sca that it possesses the technical capability to perform the hvac work in accordance with the contract documents. project labor agreement (pla) as a condition of award under this solicitation, the sca will require the lowest responsive, and responsible bidder and its subcontractors of any tier performing work on this project to become signatory to, and be bound by, the provisions of the project labor agreement (pla) newly executed on the 25 th of august, 2020. the pla applies to the work performed under this solicitation and bids must be prepared in compliance with the pla. the pla and its newly issued amendment effective september 5, 2023 can be accessed at our website at the following website, click on project labor agreement, and then see below for project labor agreement covering fiscal years 2021 - 2025. the bidder is required to execute a pla letter of assent (in the form of appendix l to the construction contract) pursuant to which it agrees to become signatory to, and abide by, the provisions of the pla. this pla letter of assent will be issued at the time of the notice of intent to award letter. the bidder must sign and return this document to the sca along with the required construction performance and labor and material payment bonds. failure to submit this pla letter of assent will render the bidder to be non-responsive and therefore, ineligible for award of a contract under this solicitation. questions regarding the current pla should be directed to mayra lopez, director of labor law, at email: mlopez8@nycsca.org or telephone number: (718)472-849 pre-qualification pursuant to the sca's authorizing legislation, contracts will only be awarded to contractors prequalified by the sca. if the bidder is not prequalified at the time of the bid opening its bid will not be accepted. please check all three (3) lists (disqualified, suspended, and otherwise ineligible) when conducting a search to obtain the complete prequalification status of a firm appearing on the sca's website . bidders can ensure their eligibility for contract award by verifying that they are currently prequalified. all inquiries regarding prequalification status should be directed to the sca's prequalification dept. at (718)472-8777. information for bidders please see appendix f information for bidders for information regarding bonds and other important information that must be provided to the sca. nyc financial management system (fms)/pay proceeds/letter of direction new please see item q of the information for bidders on how to enroll in the nyc financial management system. all new and existing vendors/contractors must be currently enrolled in nyc financial management system along with your most recent and/or updated information for payments to be processed effectively. pay proceeds/letter of direction: pay proceeds are the payments made to contractors, subcontractors, suppliers, or other parties involved in a construction project. the letter of direction may specify when and how these proceeds should be paid. please see item q of the information for bidders for additional information. all questions by prospective bidders concerning this solicitation should be directed to rfisca@nycsca.org, in writing at least three (3) business days prior to the originally scheduled, or, if applicable, postponed bid opening date using the project solicitation number in the subject line as indicated in the following example: rfisca 24-12345d-1 smith and jones construction. please send all questions to rfisca@nycsca.org, however, if you have any additional questions or issues please contact raymond lewis, at e-mail: rlewis@nycsca.org, or at phone number: (718) 472-8367. jacqlin s. narain sr. manager, operations contract administration
