Harnett County is seeking a qualified consultant to prepare feasibility studies for three (3) greenway segments throughout Harnett County as identified in the Harnett County Bicycle, Pedestrian, and Greenway Plan. The feasibility studies must address existing conditions, potential opportunities and barriers, identification of properties along the alignments, right-of-way acquisition, environment needs, cost estimates for construction with a proposed plan for implementation, and funding options and available grants for the three segments identified in the Scope of Work section of this document. All recommendations will be informed by a thorough analysis of current land use, inventory of existing physical conditions, safety evaluation of all proposed greenway designs, and public input. Once completed, the feasibility studies will be utilized to pursue additional federal and state transportation funding for construction. Proposed greenway segments Harnett County is requesting feasibility studies of include extension of the Dunn Erwin Rail Trail to the Town of Coats, new greenway segment from the Town of Lillington to Campbell University, and new greenway segment from the Town of Lillington to North Harnett Primary School (please see attached maps).
