SCOPE OF WORK - Provide professional architectural and engineering services on an "as needed" basis for the following professional service groups: Architectural, Mechanical, Electrical, Plumbing (MEP) Engineering, and Civil Engineering Services. Required A&E Services Offerors shall be capable of providing requested services within the scope of each of the service groups listed below: 1. Architectural Services Architectural services include, but are not limited to: o Facilities requirements and utilization studies. o Feasibility studies for new, renovation, and alteration projects. o Facility studies and audits to determine compliance with various federal, state, and local regulations. o Facility assessments. o Design services for minor new construction, alteration, and renovation projects to include project evaluation, planning, handicapped accessibility, and engineering services (civil, structural, MEP, land surveying etc.) incidental to the project. o Preparation of reports, preliminary documents, working drawings, specifications, and construction cost estimates. o Additional architectural services as directed. 2. Mechanical, Electrical, Plumbing (MEP) Engineering Mechanical, electrical, and plumbing engineering services which include, but are not limited to: o Requirements and utilization studies. o Feasibility studies for new, renovation, and alteration projects. o Studies and audits to determine compliance with various federal, state, and local regulations. o Studies and evaluations of existing systems. o Design services for minor new construction, alteration, and renovation projects to include project evaluation, planning, preparation of reports, preliminary documents, working drawings, specifications, and construction cost estimates. o Additional MEP services as directed. 3. Civil Engineering Services Civil engineering services which include, but are not limited to: o Site studies and requirements determination. o Feasibility studies. o Studies and audits to determine compliance with various federal, state, and local regulations. o Evaluation of site drainage, design of storm water management structures, and preparation of preliminary documents, working drawings, specifications, and construction cost estimates. o Utilization studies, on-site surveys, and evaluation of existing sanitary sewer pump stations. o Traffic control studies and evaluations and design of traffic control devices. Preparation of preliminary documents, working drawings, specifications, and construction cost estimates. o Additional Civil Engineering services as directed. Questions concerning this project must be in writing (email is preferred) and addressed to the Contract Officer listed on the front page of this solicitation, and, should be received no later than five (5) business days preceding the date that the proposals are to be received. E-mail is the preferred method and will get a more timely response.Questions and inquiries pertaining to the Request for Proposals will be accepted from any and all firms via e-mail (agardner@suffolkva.us). Inquires must provide RFP number, title and acceptance date. Material questions will be answered by Addendum and will be posted on the City's website: online and to all firms who receive the RFP provided that all questions are received five (5) business days prior to opening date. Offers may be sent to proposals@suffolkva.us. Electronic copies may be delivered to the Purchasing Office, 442 W. Washington Street, Room 1086, Suffolk, Virginia prior to the closure date shown, if desired. Documents should be saved as a .pdf document and should conserve disk space to allow transfers of data. Do not send Zip files. Zip files cannot be accepted. The contract shall begin September 1, 2024 and continuing through August 31, 2025. This contract may be renewed based on the terms and conditions herein at the expiration of its term at the sole option of the City for three (3) additional one-year periods through August 31, 2028. The contract will automatically renew during these periods. The City retains the sole right NOT to renew the contract by providing thirty (30) day written notification prior to expiration of the term. The City reserves the right to reject any and all proposals received by reason of this request, or to negotiate separately in any manner necessary to serve the best interests of the City. The method of Contractor Selection has not been Determined at this time
