Renovation of a clubhouse / community center in Lowell, Massachusetts. Working plans call for the renovation of a clubhouse / community center.

MERCIER CENTER AIR HANDLER REPLACEMENT PROJECT (RE-BID) The Lowell Housing Authority and the Board of Commissioners, the Awarding Authority, invite sealed bids from Contractors for the replacement of air handlers at the Armand Mercier Center located at North Common Village (AMP1) for the Lowell Housing Authority in Lowell, Massachusetts, in accordance with the IFB documents. The Project consists of: labor, materials, supplies, equipment and services necessary for the replacement of three (3) existing vertical air handling systems. The work is estimated to cost $106,499.25. A contract shall be awarded pursuant to the provisions of M.G.L. Chapter 149, to the responsive and responsible bidder offering the lowest price. These specifications are in anticipation of funding. All contracts are voided if funds are not available. Bids are subject to M.G.L. c.149 and to minimum wage rates as required by M.G.L. c.149 26 to 27H inclusive, Davis Bacon Wage Determination MA1 Building. General bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates) and made payable to the Lowell Housing Authority. The LHA reserves the right to cancel the IFB, reject any or all bids and waive informalities. Payment & Performance Bond Requirements- The bidder awarded the contract is required to submit within (5) five days, a 50% payment bond drawn on a responsible bank or trust company authorized to do business in the Commonwealth of Massachusetts and made payable to the Lowell Housing Authority. Question Deadline 05/29/2024 at 3:00 PM ET. Bidders requiring clarification or interpretation of the Contract Documents shall make a written request to the Chief Procurement Officer. The Chief Procurement Officer will answer such requests if received seven (7) calendar days before the date for receipt of the bids. Interpretation, correction, or change in the Contract Documents will be made by written Addendum which will become part of the Contract Documents. Neither the Housing Authority nor the Architect will be held accountable for any oral interpretations, corrections, or changes. All papers required to be delivered to the Owner shall, unless otherwise specified in writing to the Contractor, be delivered to the Lowell Housing Authority, 350 Moody St, Lowell, MA 01854 and shall be addressed to Rita Brousseau and any notice to, or demand upon, the Owner shall be sufficiently given if so delivered, or deposited, in the United States mail in a sealed, postage-prepaid envelope, or delivered with charges prepaid to any postal service for transmission to said Housing Authority at such address, or to such other representatives of the Authority or to such other address as the Owner may subsequently specify in writing to the Contractor for such purpose. Bids shall be submitted on the "Form for General Bid" or the "Form for Sub-Bid", as appropriate, furnished at no cost by the Housing Authority. The forms enclosed in the Project Manual can be extracted or used. Additional forms are available at the location listed in the Advertisement, or by email request to the Chief Procurement Officer at rbrousseau@lhma.org. The work shall commence at the time stipulated in the Notice to Proceed to the contractor and shall be fully completed within 90 consecutive calendar days thereafter. As actual damages for any delay in completion are impossible of determination, the contractor and his sureties shall be liable for and shall pay the Lowell Housing Authority the sum of $500.00 as fixed, agreed, and liquidated damages for each calendar day of delay until the work is completed and accepted.
