The subject solicitation is cancelled in its entirety. No contract will be awarded as a result. Project: Blasting, painting and mechanical refurbishment of eight stop logs at Snell Lock in Massena, NY. GLS has designated a location on GLS property located on the south side of Snell Lock for the performance of this scope of work. The initial mobilization phase shall be followed by any activities required for building a work area and containment for lead-based paint (LBP) abrasive blasting per the Contractor's approved project and waste management plans which must comply with the requirements of the Environmental Protection Agency (EPA) and New York State Department of Environmental
Conservation (DEC) requirements. The designated work area is adjacent to active GLS operation. The Contractor shall construct their site and operations such that GLS operations and shipping are not impeded or adversely affected. This must be accounted for in the Contractor's work, stoplog handling, site, and containment plans. All stoplog handling and moving operations shall be done with care to avoid damaging them. All stoplogs must be returned in the order which they were received.
This acquisition is solicited as a 100% Small Disadvantaged Business Set-aside. NAICS Code: 238320, Painting and Wall Covering Contractors, Size Standard - $19,000,000.00. In accordance with FAR 36.204, the magnitude of this construction project is between $1,000,000.00 and $5,000,000.00. This acquisition will be awarded in accordance with FAR Part 15. Offerors must be registered in the System for Award Management (www.sam.gov.).
