The intent of this Invitation for Bid (IFB) is to obtain the services of a qualified contractor to provide various sand, stone, and gravel products to the Loudoun County Solid Waste Management Facility (LCSWMF) on an as needed basis for a one (1) year period. The LCSWMF will be the primary user of the services provided under the resulting contract and is located at 21101 Evergreen Mills Road, Leesburg, Virginia 20175. Quantities identified in this IFB are for bid evaluation purposes only. The County of Loudoun, Virginia (County) estimates spending approximately $150,000 to $300,000 in aggregate per year on Sand, Stone, and Gravel Products under this contract but makes no guarantee as to the minimum amount of material to be ordered annually. Reference paragraph 6.3, Section 6.0, Contract Terms and Conditions. Prices for material delivered to the LCSWMF shall include delivery. No additional delivery charges will be allowed. The County anticipates awarding a one (1) year contract with up to six (6) additional one (1) year renewal options. Scope of Services: The Contractor shall provide the following Sand, Stone, and Gravel Products. General A. Materials are grouped into similar categories for bidding purposes. All material within a category shall have the same price. All material shall conform to the Virginia Department of Transportation (VDOT), 2020 Road and Bridge Specifications or latest revision: Division II - Materials. B. Bidders shall provide verification with their bid submission that their sand, stone, and gravel products meet the requirements of the specifications referenced above. Category A The following material shall be included in this category: VDOT #'s 1, 2, 3, and Ballast (Maximum Sizes 2" - 4"). Category B The following material shall be included in this category: VDOT #'s 5, 357, 56, 57, and 68 (Maximum Sizes 3/4 " - 1"). Category C The following material shall be included in this category: VDOT #'s 78, 8, and 8P (Maximum Sizes 3/8" - 1/2 "). Category D The following material shall be included in this category: VDOT #'s 21A, 21B, 25, and 26 (Sizes Powder - 1" Range). Category E The following material shall be included in this category: VDOT #'s 9, 10, B Slurry Seal, and C Slurry Seal. Category F The following material shall be included in this category: VDOT #'s Gabion (4" - 8") and Rip Rap Class 1 (9" - 24"). Category G The following material shall be included in this category: VDOT A-Sand and B-Sand (Manufactured Sand, Sand, Masonry Sand, and Concrete Sand). Category H Provide recycled concrete products as indicated in Attachment #1 - Price List (Attachment #1) of this IFB. Response Time The Contractor shall deliver material to the specified County location(s) within 24 hours after receipt of County Purchase Order except in cases of emergency. Emergency deliveries shall be made within four (4) hours after notification from the County. Kickoff Meeting Upon the award of this contract, the Contractor shall participate in a Kickoff Meeting hosted by the Contract Administrator to discuss contract requirements and the transition process. This Contract may be renewed at the expiration of the initial term at the request of the County. The renewal may be for up to six (6) additional one (1) year periods. Any renewal shall be based on the same terms and conditions as the initial term with the exception of the price or rates. Initial prices or rates and subsequent renewal prices or rates are guaranteed for a minimum of twelve (12) months. Unit prices may be adjusted annually at the time of contract renewal only. Unit prices for each renewal period may be increased or decreased, with such increase or decrease not to exceed the percentage change for the twelve (12) months immediately preceding the contract renewal date in the latest Bureau of Labor Statistics (BLS), Producer Price Index (PPI) for Commodities; Nonmetallic Mineral Products; Construction, Sand, Gravel and Crushed Stone; not Seasonally Adjusted (WPU132101). Price escalation or de-escalation will be based on the information provided by the BLS at the time of contract renewal.
