In Determining the Lowest and Most Responsive and Responsible Bidder, in Addition to Cost, the Following Factors Shall Also Be Considered: the Number of Days for Mobilization of Contract, the Number of Days for Completion of Services at All Locations, Ability to Comply With All Bid Requirements, Past Record of Performance With Other Clients Including the Quality of Work, Reliability, Capability of Staffing, and Experience of Offeror to Render Prompt and Satisfactory Service of the Volume Called for Under This Contract.
