Description. This work consists of furnishing and applying permanent pavement markings at various locations throughout the City of Lansing, in accordance with the current Michigan Manual of Uniform Traffic Control Devices, the current MDOT Standard Specifications for Construction and this specification. All markings, shapes, and dimensions shall conform with the MDOT typical plans for pavement markings, or as modified by the City of Lansing. This section assumes the Contractor will complete their work with two mobilizations per pavement marking type per year unless otherwise agreed upon by the Assistant City Engineer. A pavement marking type is defined as either long line, maintenance legends or durable legends. The city may choose, if in their best interest, to select one or multiple firms for the contract. One mobilization will occur in the spring/summer where 90% of that pavement marking type will be completed. The second mobilization consisting of the 10% balance, will occur in late autumn to complete items that were unavailable during the first mobilization. In addition to the two standard mobilizations, the City will occasionally have special projects that may involve grinding and restriping portions of corridors to incorporate new lane configurations or restriping roadways due to operations and maintenance activities. In addition to this, the City anticipates, in the fall 2025, the reconfiguration and restriping of the downtown one-way streets to two-way operations. These streets include the east/west streets of Ottawa Street and Allegan Street between MLK Boulevard and Grand Avenue and the MLK at Ottawa and MLK at Allegan Intersections. These special projects may be awarded to one bidder should the long line and miscellaneous contracts be awarded separately. This is to simplify coordination between long line and durable legend work. The City of Lansing requires that these items of work be completed to avoid peak traffic times. As a result, the Contractor will be required to work off-peak hours, nights, and/or weekends to reduce the impact to traffic. The actual schedule of work shall be mutually agreed upon by the Engineer and the Contractor prior to the start of work. Payment shall be compensation for materials, labor, traffic control, mobilization, and equipment necessary for placement of the pavement marking material, including overhead and profit. The skips in dashed lines are not included in the measurements. The area of full removal for special marking will be determined from the MDOT typical plans for pavement markings. The payment for partial removal of special marking legends will be paid according to the actual legend removal area. Disposal of removed cold plastic and collected residue generated by the removal of pavement markings and curing compound is included in the bid price for removal. The Contractor shall provide the Engineer with a log of measurements of removed and placed material by location whenever requested. Payments for contact cement and adhesives for long lines, legends, symbols, arrows, crosswalks and stop bars will not be paid separately, but will be considered as having been included in the price bid for the overlay method. Delayed Acceptance of Markings. Delayed acceptance is that period of time when the Contractor must replace markings that have failed. Final acceptance of completed pavement marking work will be delayed 90 days. During this 90 day period, inspections of the markings placed according to the contract will be conducted at the City of Lansing's discretion. Markings with less than 90 percent of the original markings in place shall be replaced immediately at the Contractor's expense. Pavement markings that have been damaged by snow plowing operations will not be considered as having failed. An amount equal to five percent (5%) of the total markings invoice shall be retained until final acceptance by theCity.
