The improvements are along Second Street and Jamacha Avenue between North and South City Limits in the City of El Cajon. The project also includes the installation of a replacement of a decorative City of El Cajon monument sign on El Cajon Boulevard in accordance with plans and specifications herein. Bidders shall upload electronic proof of Bid Security with the electronic bid submission and an original hardcopy bid security must be received by the City before the time the bids are due in one of the following forms: a check made payable to the City of El Cajon and certified by a responsible bank, in an amount which shall not be less than 10% of the amount of the bid, or by a surety bond for said amount and so payable, executed by a surety company authorized to do business in the State of California, and satisfactory to said City. The work to be done consists in general of: o Surface improvements including stormwater management, traffic control, full width asphalt grinding, asphalt concrete paving, rubberized slurry pavement, manhole and monument adjustment, traffic video detection camera, traffic striping, signage and ancillary work. The improvements are along Second Street and Jamacha Avenue between North and South City Limits in the City of El Cajon. The project also includes the installation of a replacement of a decorative City of El Cajon monument sign on El Cajon Boulevard. Such other items or details not mentioned above, that are required by the plans, Standard Specifications, or these Special Provisions, shall be performed, placed, constructed or installed. All tools, materials, and labor will be furnished by the Contractor to complete the following work: traffic control, grinding and preparation of existing asphalt concrete pavement, removal and replacement of existing asphalt concrete pavement, placing rubberized asphalt concrete (superpave) pavement, placing rubberized slurry placement, adjustment of manholes and street survey monuments, installation of video detection camera, removal and installation of traffic stripes, painted lines and legends, and pavement markers, root removal, cleanup work, the relocation of all facilities in conflict with the proposed improvements, and the construction of all appurtenances and other work as may be necessary to render the above improvements complete and workable. The items are to be constructed or furnished and installed in a complete and workmanlike manner, in accordance with the specifications and/or Special Provisions, all as shown on Drawing Number 14616, Sheet 1 of 8 inclusive, as specified herein and as directed by the Engineer. The Contractor shall review the contract plans and specifications and present Requests for Information (RFI), including requests for changes of condition, sufficiently in advance to avoid delays in the work. RFIs submitted by the Contractor shall clearly indicate the information requested and the basis for the request in light of the plan and specification requirements or alleged lack thereof. Each RFI shall be numbered by the contractor and shall be accompanied by a priority list stating the requested order of response when there is more than one RFI currently under consideration. Failure to prioritize RFIs will be grounds for denying a delay claim. Where provisions of the contract, detail plans, special provisions, standard plans, standard specifications, supplements or amendments clearly answer the question raised in an RFI, the City may deduct from the Contractor's payment the costs of lost time and material expense associated with answering the RFI.
