This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Proposal (RFP) 12444224R0011. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2021-06 and are available in full text via Internet access at http://www.acquisition.gov/far. The United States Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and woman owned business enterprises. The North American Industry Classification System (NAICS) code is 561730 and the small business size standard is $9.5 million. The proposed agreement is 100% set-aside for small business concerns. Responsible small business concerns may submit an offer which will be considered by the Forest Service. The Government requires performance of the work described in these documents to provide Grounds Maintenance w/ Grounds Policing Oden Office and Work Center located on the Mena-Oden Ranger District Ouachita National Forest, as further described in the performance work statement. Quotes are due for this combined synopsis/solicitation on June 12, 2024, at 12:00PM Central Time and shall be delivered by the specified time electronically to rakeem.bolden@usda.gov. All questions regarding this solicitation shall be submitted via e-mail to the same address. The Forest Service anticipates one award will be made for these services as a result of this solicitation. Offerors must be registered at the System for Award Management (www.sam.gov) to be eligible for award. Place of Performance: The work to be performed under this contract will be performed at Oden Office and Work Center located in Montgomery County, Arkansas. From State Highway 71 at Mena, take State Highway 88 East for 25-miles to the Oden Office and Work Center. Period of Performance: The base period for this contract will be from date of award through March 31, 2025. The government has the unilateral option to extend the awarded contract for up to four (4) additional one-year periods. The one-year option periods are as follows: Option Year 1: April 1, 2025 through March 31, 2026 Option Year 2: April 1, 2026 through March 31, 2027 Option Year 3: April 1, 2027 through March 31, 2028 Option Year 4: April 1, 2028 through March 31, 2029
