The owner has determined a prequalified list of construction managers. Through this Request for Proposal (RFP) the Department of Buildings and General Services (hereinafter the "State") is seeking to establish a contract with a Construction Management firm to provide Construction Management services (hereinafter the "CM") for the Restoration of the Vermont Building at the Eastern States Exposition on the Avenue of States at 1305 Memorial Avenue in West Springfield, Massachusetts. The primary objective of this project is the exterior building restoration. The scope includes clock tower and cupola restoration, slate and copper roof replacement, wood trim restoration, window replacement and restoration, and exterior lighting. The goal of the project is to provide a durable and well-maintained exterior. The project is anticipated to begin as soon as this Contract is awarded with a Preconstruction start date of approximately August 11, 2024, and a Substantial Completion date on or before August 26, 2025. The State of Vermont reserves the right to obtain clarification or additional information necessary to properly evaluate a proposal. Vendors may be asked to give a verbal presentation of their proposal after submission. Failure of vendor to respond to a request for additional information or clarification could result in rejection of that vendor's proposal. To secure a project that is deemed to be in the best interest of the State, the State reserves the right to accept or reject any and all bids, in whole or in part, with or without cause, and to waive technicalities in submissions. The State also reserves the right to make purchases outside of the awarded contracts where it is deemed in the best interest of the State.
