The Town of Bourne invites proposals from qualified Owner's Project Managers (OPM) as defined in Chapter 7C, Section 58 and Chapter 149, Section 44A 1/2 of the General Laws of Massachusetts, to provide project management services for ISWM Office and Maintenance Garage Project (the "Project"). The qualified OPM shall work with the ISWM Office and Maintenance Garage Building Committee, Town Officials, and the ISWM Department to assist the Town with obtaining the services of a design firm to design the facility, including all site amenities. Funding has been allocated by the Town for full design and bidding of the project. The selected project manager shall act as the owner's agent throughout the design and bid phases. If funds are allocated for construction, the project manager firm shall act as the owner's agent throughout the construction and warranty phases at that time. Last day to submit questions is June 14, 2024 no later than 12:00 noon. Questions regarding clarification shall be submitted in writing to Marlene McCollem, Town Administrator through email. If it becomes necessary to revise any part of this RFQ or otherwise provided additional information, an addendum will be issued Any Submission of Qualifications received after this time will be returned unopened to the applicant regardless of the cause of delay in the receipt of such submission. No exceptions will be allowed. Facsimile submissions will not be accepted and postmarks will not be considered. The chosen project management firm shall be an agent of the Town and as such will be responsible for compliance with all state ethic laws. The Contract will be awarded, if at all, on a negotiated basis, with a fee not to exceed seven hundred eighty-nine thousand dollars and zero cents ($789,000.00), subject to negotiation and subject to all procedures outlined in the RFQ, pursuant to M.G.L. c. 149, 44A 1/2 and all applicable regulations and guidelines. The Town reserves the right to reject any and all responses, to waive informalities and to award in the best interest of the Town. The method of Contractor Selection has not been Determined at this time.
