Each bid proposal shall be submitted on the proposal forms provided and shall be accompanied by a cashier's check or bid bond, executed by the bidder and Surety Company, payable to the Owner in the amount of Five Percent (5%) of the accompanying bid. Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary Contract with the Owner. No bid may be withdrawn after scheduled closing time for receiving bids for at least One-Hundred Twenty (120) days. The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds. The Owner reserves the right to reject all bids and to waive irregularities in bidding The project consists of replacing the existing Primary Digester Cover, replacing the existing Chlorine Disinfection System with a new Ultraviolet (UV) Disinfection System housed in a new building, Lift Station #8 replacement and upgrades, replacement of two (2) existing Clarifier Drives/Mechanisms/Baffles/Weirs, removal and replacement of the existing Grit System, two (2) new RAS/WAS Pumps, two (2) new Digested Sludge Transfer Pumps, upgrades for the existing remote Lift Stations, including new above-grade electrical and controls and replacement of pumps, flow-meters, and instrumentation, etc., as needed. Proposals shall be enclosed in sealed envelopes marked with the name of the project and bidder and shall be delivered to the designated location on or before the bid time as specified in the Advertisement for Bids.
