Site work and paving for a mixed-use development in Roseland, New Jersey. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The project is expected to be awarded on August 13, 2024.** Tedesco Park Pavilion Rehabilitation Base Bid The work to be performed under this contract includes the installation of a new accessible patio surface beneath the existing structure which will replace the uneven grass/dirt surface which was compromised during hurricane Ida. This project will directly tie into the Borough's previously approved walkway ADA accessibility project and provide an accessible end-point, for the pavilion and Glen Avenue Entrance of Tedesco Park which will now tie directly into the walkway system allowing access to all regardless of physical challenges. The work also includes ADA curb ramp with detectable warning surface at the entrance with new 4' high chain link fence. Alternate Bid The work to be performed under Alternative Bid B includes the construction of a new ADA walkway from the Cooper Avenue entrance of Tedesco Park, that leads to the existing basketball court. The work also includes ADA curb ramp with detectable warning surface at the entrance with new 4' high chain link fence. Principal items of work in the project include: Base Bid - 115 S.Y. Concrete Sidewalk, 4" Thick - 105 S.Y. Concrete Pavers - 30 L.F.9"x18" Concrete Vertical Curb - 50 L.F. Chain Link Fence, 4' High Alternate Bid - 145 S.Y. Concrete Sidewalk, 4" Thick The work contemplated under this Contract shall be completed by August 15, 2024. Each bid must be made upon the prescribed forms furnished with the contract documents, including the non-collusion affidavit and ownership statement compliance form and must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond in the amount of ten (10%) percent of the amount bid, not to exceed $20,000.00. N.J.S.A. 40A:11-21. Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted and a Contract awarded to the bidder, the Contract shall be duly executed and its performance properly secured. The successful bidder shall furnish and deliver to the Owner a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract. Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract. In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended. All corporations and partnerships and limited liability companies must comply with N.J.S.A. 52:25-24.2, regarding disclosure of partners and stockholders. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the TEDESCO PARK PAVILION REHABILITATION. The rules and regulations cited in 24 CFR 92.351(b), 24 CFR 85.36(e) (i-vi), and OMB Circular A-102 on this topic specify that proactive outreach efforts to include MBW-WBE-DBE must be undertaken as part of the open completion process for contract opportunities funded with CDBG and other federal dollars. The sub-grantee and its contractors and subcontractors are, therefore, required to provide the maximum practicable opportunity of MBW-WBE-DBE's to participate in the procurement process. Please reference the NJ Selective Assistance Vendor Information database for monthly/quarterly updated lists which identifies certified registered businesses as M/W/BE at Online and DBE with the NJ Small Business Administration at: njucp.net. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant funds. The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor and Federal Department of Labor (Davis-Bacon Act). Unless otherwise permitted by N.J.S.A. 40A:11-23.3, all bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days in accordance with N.J.S.A. 40A:11-24. The Owner and Bidder may agree to hold bids for consideration for a longer period of time, in accordance with N.J.S.A. 40A:11-24. The Owner reserves the right to reject bids pursuant to N.J.S.A. 40A:11-13.2, N.J.A.C. 7:22-9.10, or other applicable law; to waive minor informalities or non-material exceptions in the bids received and to accept the bid from the lowest responsible bidder, as per N.J.S.A. 40A: 11-1, et seq. All bidders must submit their DUNS number (Data Universal Numbering System) and their SAM CAGE Code number (Systems for Awards Management Commercial and Government Entity). Prospective bidders without a DUNS and SAM number will not be able to be considered responsible bidders, thus eliminating them from any awards.
