Demo and installation of new intake gates at the Lake Maumelle and Lake Winona Intake Structures. The Lake Winona intake superstructure will also be demolished, and a new staircase will be installed on the exterior of the Winona Intake. All bids must be accompanied by a Certified Check or Bid Bond in an amount equal to at least 5% of the total bid. The Commission reserves the right to waive formalities, reject any or all bids, and to accept the bid deemed to serve the best interest of Central Arkansas Water. A. The work included in this Contract consists of the furnishing of all tools, labor, equipment, materials, and supplies necessary to fully construct and complete the project to the satisfaction of the Engineer and Owner, together with all incidental and ancillary work, as shown on the Drawings and as required. The Work is to be complete and inclusive of any material disposal, offloading, field assembly, storage of equipment, field painting, equipment, installation services, valves, supports, concrete, mechanical, inspections, acceptance testing and start-up, training, trench safety, and site restoration, as shown on the Drawings and as specified. Contractor shall install equipment in accordance with equipment Manufacturer's instructions. B. The contractor shall be required to complete the Work in accordance with the requirements set forth in the contract for a complete and working system. The Contractor shall take delivery of equipment and coordinate with equipment manufacturers for delivery at approved location (if required) that is secure, dry and temperature maintained to a minimum of 40 degrees Fahrenheit. Contractor shall transport and store equipment in accordance with Manufacturer's recommendations. C. Whenever in these Documents the word "Engineer" appears, it shall be understood to mean Crist Engineers, Inc., acting either directly or indirectly as authorized agents of the Owner. Whenever in these Documents the word "Owner" appears, it shall be understood to mean Central Arkansas Water. D. Work or material not specifically mentioned in the Specifications but designated on the Drawings or is an essential part of the Work mentioned or designated, shall be furnished and installed by the Contractor as though specifically mentioned. E. Construction of the work shall be by one General Contractor, utilizing Subcontractors for those specialties and portions of the Work that the General Contractor chooses to subcontract. All Subcontractors are subject to approval by the Engineer and Owner in accordance with applicable sections of the General Conditions and Supplemental General Conditions to these Specifications. The General Contractor shall maintain a responsible representative on-site whenever his subcontractors are on-site and engaged in the Work. F. The Drawings show the proposed location and details of construction work in this Contract. All work shall be performed by the Contractor in a thorough and workmanlike manner, in full accordance with the Drawings and Specifications by skilled and competent workmen well experienced in such construction methods and techniques. G. Any reference in these Specifications to an engineering standard (such as ASTM or AWWA) shall be to the latest version or edition as of the Bid Date. H. The Contractor shall not be permitted to sublet, sell, or assign this contract, or sublet any of the work to be performed hereunder, without the written consent of the Owner (by and through the Engineer) and any such assignment or subletting of any such work without said consent shall be null and void and without force and effect. The Owner shall have the right to assign in whole or in part its rights hereunder.
