Transportation planning & engineering firm for the PS&E (Plans, Specifications, and Estimates) phase of the Roosevelt Avenue Permanent Traffic Calming Project. City intendsto move forward with the construction-level design and community outreach for the Roosevelt Avenue Permanent Traffic Calming project. The scope of this RFP includes evaluation of the quick-build project to understand the needed adjustments and modifications, neighborhood outreach, technical assistance with NEPA process, final engineering design and estimates, striping plan for a segment of the corridor, and construction bidding support. Roosevelt Avenue is an east-west neighborhood street in Redwood City that serves a variety of land uses from residential to neighborhood commercial to community services and parks. In 2019 (pre-COVID 19 pandemic), traffic volume at different segments of the corridor ranged from 3,900 to 7,900 vehicles per day. The posted speed limit is 25 MPH; however, the average speed on the corridor is 32 MPH. In the past few years, City received numerous requests to reduce speed, manage dangerous driving behavior, and increase traffic safety on Roosevelt Avenue. Question Deadline 05/31/2024 Response to questions published 6/4/2024 This RFP is to evaluate the quick-build project operation, perform neighborhood outreach, and complete 100% engineering design and estimates for the permanent traffic calming project on Roosevelt Avenue between El Camino Real and Alameda de las Pulgas. The project also requires striping and resurfacing plan for Roosevelt Avenue between El Camino Real and Hudson Street. Based on the tasks listed for this RFP and checking the Caltrans DBE database, DBE goal for this RPF is calculated as 14%. City Council Approval of the contract 8/26/2024 Execute Contract August 2024 Kick-off Meeting Within one week after contract execution Quick-build evaluation and data collection September-December 2024 35% design concepts March 2025 Neighborhood Outreach February- March 2025 65% Plans, Specifications, and estimates May 2025 NEPA processing assistance May 2025 95% Plans, Specifications, and estimates September 2025 The method of Contractor Selection has not been Determined at this time.
