The project will consist of construction of a multi-purpose sports building located at Southern Pines Recreation Park. However, it is the Authority's desire to value engineer this project up front in a manner that results in maximum cost savings. Once the contractors are pre-qualified, the next step will be for the pre-qualified candidates to submit a preliminary design along with a construction budget. Once reviewed, the Authority will make a decision that brings the best value to DLCRA. DLCRA will be constructing a new Multipurpose Sports Complex. The Authority developed a plan for the new facility which will require minimal design effort. It will be located adjacent to Southern Pines Regional Park. Civil construction will be completed by Laurens County. DLCRA plans to pre-qualify bidders through the process contained in this document.
