For the Chestnut Hill Road Culvert Replacement Project The project involves the replacement of an existing metal culvert and stone headwalls with a precast concrete frame culvert with a cast-in-place end wall and precast headwall with wingwalls. The work will include the removal of the existing culvert, placement of the new culvert, headwall, end wall and wingwalls, and restoration of the roadway and safety features There is a minimum award fee of $100.00 and a maximum of $5,000.00. Proposals shall be accompanied by a bid security in the amount of ten percent (10%) of the total amount of the proposal. Proposals shall be effective for 90 days from the date of opening. The successful low bidder will be- required to provide a 100% performance bond or certified check, a 100% payment bond or certified check, a workman's compensation affidavit, and a certificate of insurance naming North Coventry Township and LTL Consultants, Ltd. as additional insureds, all within 10 calendar days after the contract is awarded. A 15% maintenance bond will also be required upon completion of the project. North Coventry Township reserves the right to waive any non-material defects or irregularities in the bid, and to reject any or all bids or portions thereof. The Summary of Project section on Page 8 indicates that PennDOT prequalification is not required for this project. SCOPE OF WORK This project is for the replacement of a culvert crossing Chestnut Hill Road over Pigeon Creek. The work will require a bypass pump and E&S controls to divert the stream. The existing headwalls and metal pipe barrels are to be excavated and removed. The site isto be excavated for the placement of the cast in place footers, precast concrete frame culvert, headwall, endwall and wingwalls. All exposed faces of the culvert are to have a stonework facade finish. The frame culvert is to be backfilled per Pub 408 to the required elevation for the 6" 2A subgrade. A Class 1 geotextile fabric shall be placed on top of the culvert backfill material and 2A modified shall be placed and compacted on the roadway subgrade. The new roadway will be widened to the width of the new headwall and endwall and include 4" of 25mm WMA base course and 2" 9mm WMA wearing course. A Rip Rap apron is to be installed at the outlet endwall, and a constructed rifle is to be placed upstream per the plan details. Steel-backed timber guide rails are to be installed, all signage restored, and all disturbed area to be graded, seeded and stabilized.
