As of February 2026, bidding is complete. This was a prequalification process to identify Class A General Contractors. The Southern California Regional Rail Authority (Authority) is establishing a Pool of prequalified general contractors qualified and capable of performing general contracting work for the Southern California Optimized Rail Expansion (SCORE) program for public works construction projects in a railroad operational environment with estimated construction values exceeding $15M for bid dates prior to December 2025. The Authority will evaluate responses to this Request for Qualifications to prequalify the Pool of contractors to perform prime general contracting for the projects. Prequalification will be based on the Book 2 - Prequalification of Contractors Questionnaire and required supporting documentation requested (collectively, "Response(s)") from qualified firms or companies ("Contractor(s)"). The Authority's decision will be based on objective evaluation criteria in Book 3 - Scoring Worksheet Prequalification Criteria Questions. This Request for Qualifications (RFQual) No. CM 104-25 is not a formal Request for Proposals or an Invitation for Bids or any offer by the Authority to contract with any Contractor that submits a Response. The Authority intends to create a pool of qualified Contractors that the Authority shall maintain for up to three (3) years. From the pool, the Authority shall solicit proposals or bids for projects at the Authority's sole discretion. NOTE: This pool shall only apply to SCORE projects.
