This will help to advance the Pier B on-dock rail support facility that aims to increase the number of containers moved at the port using trains. Funding has also been allocated to the proposed Pier Wind development, which if approved would become the largest offshore wind turbine assembly facility in the USA. The budget also includes allocations for safety, cleanliness and water quality of Long Beach’s 7 mile (11.3 km) coastline. USD25 million in subsidies from the Clean Truck Fund will support the transition of the heavy-duty truck fleet to zero emissions. The port of Long Beach itself intends to possess a zero-emissions cargo-handling fleet by 2030, and achieve zero-emissions trucking at the gateway by 2035. Over the next 10 years, the port plans to invest some USD2.3 billion in capital improvements to boost capacity, competitiveness and sustainability. ----------------------------------------------------------------------- The City of Long Beach is seeking proposals from professional Civil/Traffic Engineering design firms with extensive survey services capabilities to design construction plans, specifications, and estimate (PS&E) to build multiple configurations of bulb-outs and pedestrian refuge islands in Downtown Long Beach. The project is federally funded under the federal Active Transportation Program. This request for proposals (RFP) is intended to secure a contract with a professional Civil/Traffic Engineering design firm with extensive survey capabilities to design a series of curb extensions/bulb outs and pedestrian refuge islands across 53 intersections in the downtown Long Beach area. The design effort will include the creation of a completed bid package of signed Mylar plans, specifications, and construction estimate (PS&E) based off plan takeoffs in addition to the submission of the Caltrans construction RFA package. The design must provide for a total of 190 configurations, of which 171 are curb extensions/bulb-outs and 19 pedestrian refugee islands in various forms. The pedestrian refugee islands must be designed as permanent installations as part of the downtown cycle track running east to west along Third Street and Broadway. The final design, as indicated on the 30% concept plans in the appendices, incorporates a combination of native landscaping and bioswales as well as changes that could be made throughout the design process. The final signed plan set shall conform to the most recent October Caltrans 2023 standards for plans and specifications. Upon final completion and submittal of the PS&E package, the selected designer will also be required to complete all required Caltrans request for authorization (RFA) forms to proceed with construction leading to the E-76 document. Caltrans refers to these documents as the construction RFA package. This contract will be for a period of two years with the option to renew for three additional one-year periods.
