The Long Beach Utilities Department (LBUD) intends to engage the services of a professional engineering consulting firm (CONSUL TANT) to provide construction management and inspection services for the LADWP Haynes Generating Station Recycled Water Pipeline Project (PROJECT). PURPOSE The Long Beach Utilities Department (LBUD) is seeking the services of an engineering consultant (CONSUL TANT) for the construction management and inspection services for the LADWP Haynes Generating Station Recycled Water Pipeline Project located in the City of Long Beach, California (PROJECT). CONSUL TANTs shall refer to Exhibit "B" and RFP cover letter for Letter Proposal Requirements and Licensing Requirements. PROJECT SCHEDULE LBUD is currently in the process of finalizing construction documents for the PROJECT. LBUD plans to advertise the Project for bids in June 2024 and commence construction as soon as practical. The specifications provide for 550 calendar days construction time for the PROJECT. CONSULTANT shall include an additional one hundred twenty (120) calendar days beyond the contract days for inspection and administrative services, as defined in Subtask No. 11 - Additional Services during Construction. TASK DESCRIPTION TASK A: NON-OPTIONAL WORK 1. General Administration, Meetings, Presentations, and Project Coordination 1.1 At the commencement of the PROJECT, the CONSULTANT will hold a "kickoff" meeting with LBUD staff to introduce PROJECT personnel, review the objectives, define lines of communication, establish invoice and procedures for contract changes, obtain all relevant reports, maps, and other information, and discuss the scope and parameters of the PROJECT. Specific goals to be accomplished will be identified and effective strategies to accomplish the PROJECT goals will be developed during this meeting. This meeting will give the CONSULTANT the opportunity to assess informational needs, and for LBUD to discuss any necessary changes in the PROJECT approach. A memorandum will be prepared to document the established PROJECT goals and the PROJECT execution strategy. This memorandum will serve as the basis for subsequent action, in accordance with this Scope of Work. 1.2 Assign a project manager that will be the point of contact and coordinate all communication with LBUD staff. CONSULTANT shall also coordinate daily and/or as often as necessary with LBPW Project Manager and maintain a log of all correspondence with LBPW. 1.3 Monitor and control project budget and schedule throughout the duration of the project. 1.4 The project manager assigned by CONSULTANT and LBUD shall meet weekly after the kickoff meeting during the Project. CONSULTANT shall assign appropriate engineering specialty staff or principals or arrange for appropriate subconsultant's representatives to accompany the project manager to meet with LBUD staff members whose responsibilities correspond to the specialties of the persons accompanying the project manager.
