Furnish all labor and materials required for the construction of the Massachusetts Port Authority Contract No. L1354-C9-R1 for CENTRAL HEATING PLANT BOILER #3 REPLACEMENT 600 TERMINAL E EXTENSION LOGAN INTERNATIONAL AIRPORT EAST BOSTON, MA for the Massachusetts Port Authority A proposal guaranty shall be submitted with each General Bid consisting of a bid deposit for five (5) percent of the value of the bid; when sub-bids are required, each must be accompanied by a deposit equal to five (5) percent of the sub-bid amount in the form of a bid bond in the name of which the Contract for the work is to be executed. The bid deposit shall be (a) in a form satisfactory to the Authority, (b) with a surety company qualified to do business in the Commonwealth and satisfactory to the Authority, and (c) conditioned upon the faithful performance by the principal of the agreements contained in the bid. The successful Bidder will be required to furnish a performance bond and a labor and materials payment bond, each in an amount equal to 100% of the Contract price. The surety shall be a surety company or securities satisfactory to the Authority. Attention is called to the minimum rate of wages to be paid on the work as determined under the provisions of Chapter 149, Massachusetts General Laws, Section 26 to 27G, inclusive, as amended. The Contractor will be required to pay minimum wages in accordance with the schedules listed in Division II, Special Provisions of the Specifications, which wage rates have been predetermined by the U. S. Secretary of Labor and /or the Massachusetts Department of Labor Standards, whichever is greater. The successful Bidder will be required to purchase and maintain Bodily Injury Liability Insurance and Property Damage Liability Insurance for a combined single limit of $10,000,000 Said policy shall be on an occurrence basis and the Authority shall be included as an Additional Insured. See the insurance sections of Division I, General Requirements and Division II, Special Provisions for complete details. Percentage Participation This Contract has a combined MBE/WBE goal of 1.5%. The work may be performed by any combination of MBEs and WBEs. The Work to be performed under this Contract includes: 1. Demolish existing boiler #3 including all piping, gas lines, controls, fuel lines, fuel pumps, steam, condensate, feedwater, blowdown, compressed air, chemical treatment line. 2. Partial demolition and reconstruction of existing platforms/catwalks to provide access to new boiler #3 equipment 3. Partial demolition of existing fire suppression system. Provide new wet sprinkler system in area of boiler #3. 4. Demolition of existing foam fire suppression system serving the tank vault, including abatement and disposal of PFAS containing material. Provide new fluorine free foam fire suppression system including all piping, tank, and controls. 5. Furnish and install all items related to new boiler including but not limited to new controls, draft fans, combustion air fans, exhaust flue with flue gas recirculation, economizer and feed water piping, gas lines, gas meter, fuel pumps, steam piping, condensate piping, feedwater piping, blowdown piping, compressed air piping, fuel oil piping, and chemical treatment piping. 6. Relocate existing blowdown piping, repipe tank, and connect to existing services. 7. Replace fuel oil pumps and reconnect to new boiler #3 and existing boilers #1 and #2. 8. Provide new condensate pumps and condensate tank. Demolish and remove existing condensate pumps, abandoned condensate tank, existing condensate tank, and associated piping. Provide new cartridge filters. 9. New CO catalyst and continuous emissions and opacity monitoring systems. Include all testing of equipment. 10. Furnish and install new catwalks, railings, ladders, life safety items. 11. Connect all new equipment to the existing Schneider Electric automated controls system for the boiler plant. Provide all testing, graphics, trending, and alarms. 12. Replace lighting affected by removal of boiler and catwalks. demolish existing power systems to equipment to be removed. This contract is subject to a Minority/Women Owned Business Enterprise participation provision requiring that not less than 1.4% of the Contract be performed by minority and women owned business enterprise contractors. With respect to this provision, bidders are urged to familiarize themselves thoroughly with the Bidding Documents. Strict compliance with the pertinent procedures will be required for a bidder to be deemed responsive and eligible. Complete information and authorization to view the site may be obtained from the Capital Programs Department Office at the Massachusetts Port Authority. The right is reserved to waive any informality in or reject any or all proposals.
