The project is expected to be awarded on September 17, 2024 Bids shall be properly executed and addressed to the office and address shown above, together with the documents required by the bid forms, specifications and related legal documents. A bid bond with good and sufficient surety, issued by a company licensed to do business in the State of Indiana, or, in the alternative, a certified check on a solvent bank, equal to five percent (5%) of the total bid insuring that if the bid is accepted, a contract will be entered into and the performance of its proposal secured, must accompany the Contractor's bid. Questions must be received in writing no later than seven (7) calendar days prior to the bid due date as set forth in the Advertisement for Bids. Base Bid - work limits generally include construction of Taxiway G Extension beginning at approximately Sta. 155+59 to 159+84, Line G and between Taxiway C and Runway 5-23. Additive Alternate No. 1 - work limits generally include demolition of Taxiway C2 beginning at approximately Sta.13+00 to Sta. 17+25, Line C2. Additive Alternate No. 2 - work limits generally include hold positions marking, signage, and lighting on Runway 9-27 and Taxiways C1, M, Y, C3, B1, C4 and B2. The Fort Wayne-Allen County Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, or national origin (including limited English proficiency),creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award. It is the policy of the Authority to ensure that Disadvantaged Business Enterprises (DBE)s, as defined in 49 CFR Part 26, have an equal opportunity to receive and participate in DOT-assisted contracts. It is also our policy: To ensure nondiscrimination in the award and administration of DOT assisted contracts; To create a level playing field on which DBEs can compete fairly for DOT assisted contracts; To ensure that the DBE Program is narrowly tailored in accordance with applicable law; To ensure that only firms that hilly meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs; To help remove barriers to the participation of DBEs in DOT assisted contracts; To promote the use of DBEs in all types of federally-assisted contracts and procurement activities; To assist the development of firms that can compete successfully in the market place outside the DBE Program; and To provide appropriate flexibility to recipients of Federal financial assistance in establishing and providing opportunities for DBEs. The Owner's award of this contract is conditioned upon Bidder or Offeror satisfying the good faith effort requirements of 49 CFR 26.53. The successful Bidder or Offeror must provide written confirmation of participation from each of the DBE firms the Bidder or Offeror lists in its commitment within five days after bid opening The names and addresses of Disadvantaged Business Enterprise (DBE) firms that will participate in the contract; A description of the work that each DBE firm will perform; The dollar amount of the participation of each DBE firm listed under (1) Written statement from Bidder or Offeror that attests their commitment to use the DBE firm(s) listed under (1) to meet the Owner's project goal; and If Bidder or Offeror cannot meet the advertised project DBE goal, evidence of good faith efforts undertaken by the Bidder or Offeror as described in appendix A to 49 CFR part 26. A nine and fifty-seven hundredths percent (9.57%) Disadvantaged Business Enterprise participation goal has been set for DOT assisted portion of this project. Refer to Instructions to Bidders for detailed direction on how DBE participation is calculated, specifically for normal and undistributed pay items. Wage rates shall not be less than the prevailing wage rates as determined pursuant to the Wage Rate Decision of the Secretary of the U.S. Department of Labor establishing the minimum wage rates which the Contractor shall pay skilled and unskilled labor. The Contractor agrees to comply with 49 USC 50101, which provides that Federal funds may not be obligated unless all steel and manufactured goods used in A1P funded projects are produced in the United States, unless the Federal Aviation Administration has issued a waiver for the product; the product is listed as an Excepted Article, Material Or Supply in Federal Acquisition Regulation subpart 25.108; or is included in the FAA Nationwide Buy American Waivers Issued list. A bidder or offeror must complete and submit the Buy America certification included herein with their bid or offer. The Owner will reject as nonresponsive any bid or offer that docs not include a completed Certificate of Buy American Compliance. The bidder will also be required to comply with the Foreign Trade Restriction, provisions for maximum use of recovered materials. A certification regarding lobbying will also be required. By submitting a bid/proposal under this solicitation, the bidder or offeror certifies that neither it nor its principals are presently debarred or suspended by any Federal department or agency from participation in this transaction. The Bidder must supply all the information required by the bid or proposal form. The Fort Wayne-Allen County Airport Authority reserves the right to reject any and/or all bids and to waive any irregularities in the bidding procedure.
