Renovation of a museum in Spotsylvania, Virginia. Working plans call for the renovation of a museum.

As of August 12,2024, project was cancelled. No definite date for the rebid. SBCS is requesting Bids from Offerors to provide the most practical, time effective and cost-efficient solution to purchase and install one new air cooled chiller located at John J Wright. The purpose for this install is to replace the existing Trane air cooled chiller that has passed its life expectancy. Replacement will provide necessary cooling needing to maintain adequate building temperatures at John J Wright School as described herein. The description of services shall establish minimum requirements and expectations. Spotsylvania County Public Schools intends to award to one Contractor but expressly reserves the right to reject any or all bids, to waive any informality or irregularity in the bids received, and to award a bid to be in the best interests of Spotsylvania County Public Schools. Scope shall include the items listed below o Mobilize for job setup o Lock out/ tag out main disconnect to existing air cooled chiller. o Isolate supply and return chilled water lines to existing air cooled chiller. o Drain down evaporator barrel. o Recover all refrigerant using EPA approved recovery cylinders from existing air cooled chiller. o Disposal of refrigerant per EPA regulations. o Disconnect power supply to existing air cooled chiller. o Remove existing insulation and exterior wrap from supply and return chilled water lines o Disconnect supply and return chilled water lines to existing air cooled chiller. o Disconnect existing DDC communications wiring o Use crane to remove existing air cooled chiller. Remove from site. Provide customer crane specification prior to using o Clean chiller pad of any debris before setting new air cooled chiller o Use crane to set one (1) new air cooled chiller with new isolations pads o Install and extend existing 4" pipe from existing isolation valves as required o Reconnect supply and return chilled water lines to new air cooled chiller o Install new temperature gauges o Install new pressure gauges o Open supply and return chill water lines and check for leaks o Insulate chilled water lines and provide aluminum exterior warp o Reconnect existing power supply to newly installed air cooled chiller o Meg all existing power supply wiring and check for proper phase rotation o Remove lock out/ tag out o Turn power on to newly installed air cooled chiller. Allow oil temperature to rise to manufactures specification o Charge refrigerant circuits per manufactures recommendations o Test and balance newly installed air cooled chiller o Perform factory startup o Reconnect existing DDC communication wiring to new air cooled chiller controller o Test and commission new controller with Maintenance facilities control room. Verify all points New air cooled chiller will have the following specification o Nonproprietary communications for DDC o 160 Nominal Tons o Scroll with Variable Volume Ratio o 208V/60Hz/3Phase o Standard Noise o Refrigerant Charge R-454B o ASHREA 90.1/CSA Compliant o Standard Cooling o Brazed Plate Heat Exchanger o Standard Ambient o Aluminum Micro Channel o EC Condenser Fan Motors o Across-The-Line-Starter o Single Point Power Connection o Circuit Breaker o Default Short Circuit Rating o Under/Over Voltage Rating o BACnet MS/TP Interface o Architecture Louvered Panels o Elastomeric Isolators Equipment submittals must be submitted with the sub-contractor's proposal. Submitting a proposal with no equipment submittals will be considered a "No bid" 4.0 Commissioning and Testing Completed commissioning/testing reports shall be delivered to the customer one (1) weeks after startup is complete. o Pricing Breakdown o Itemized break down must be included in bid. Submitting a bid without the itemized breakdown will be considered a "No bid". Itemized pricing shall include but not limited to: o Equipment and Materials o Labor o Mark-Up o Taxes o Overhead o Sub-Contractor Pricing (If applicable) o Applicable Policies and Standards o NEC standards and codes shall be followed. o OSHA standards and codes shall be followed. o NFPA standards and codes shall be followed. o ASHREA standards shall be followed Question Deadline: 06/06/2024 at 12:00 PM ET, All technical inquiries for information should be directed to Jamie Pitts, email: jpitts@spotsylvania.k12.va.us . Spotsylvania County Public Schools will not be bound by verbal responses to questions. Contract Term will be from the date of Notice to Proceed through March 31, 2025. Bidder agrees that they shall provide performance and payment bonds for 100% of the contract price if awarded a contract as a result of this bid. Either a cashier's or certified check must accompany bids or an acceptable bid bond in the amount of five percent (5%) of the base bid, made payable to School Board of the County of Spotsylvania. Bidder/Contractor must be a licensed/registered Class A contractor in the Commonwealth of Virginia in accordance with Title 54.1, Chapter 11, of the Code of Virginia as amended; and meet requirements of Title 2.2, Chapter 43, Paragraph 2.2-4311, Employment Discrimination Prohibitions and Paragraph 2.2- 4312, Drug Free Workplace. Bidder/Contractor must have a current/active State Corporation Commission (SCC) number on file prior to submission of the bid. Contract Award will be based on the Total Bid Amount on the bid form plus any Additive Bid Items the Owner, in its discretion, decides to award to the lowest responsive and responsible bidder whose Bid provides the lowest total project cost to the Owner. SCPS shall not accept any provisions, exceptions or revisions to the terms and conditions of this IFB. Proposed changed could result in vendors bid being deemed non-responsive.
