Renovation of a mixed-use development in Cleveland Hts, Ohio. Conceptual plans call for the renovation of a medical facility.
1. The A/E (Architect/Engineer) firm shall provide all Programming, Design Submissions, Site Investigation/ Field Verification Services, Construction Documents, Technical Specifications, Cost Estimates, Reports, System Integrator Services and Construction Administration Services for the project "Address RetroCommissioning Items" located at the Louis Stokes Cleveland VA Medical Center, Cleveland, Ohio. 2. This is a project that will utilize the final Retro-Commissioning report VAMC received at the conclusion of FY 23. The A/E firm will be provided with this report upon contract reward. 3. This project will require the A/E to work with the VA Contracting Officer Representative (COR) and the Final Report that indicates the items that need corrected as indicated in the Retro Commissioning Final Report. Although the report addresses items that total to more than the allowed construction budget, the VA COR and A/E shall make the determination as to which items shall be addressed that will have the most impact for energy savings at the VAMC while remaining within the project allowed budget. VA would like to focus on Heating, Ventilation and Cooling (HVAC) related items, including all identified sensors that are out of calibration or broken to be repaired, and addressing as many VAV balance (both air and water) as possible. Include the VA Cleveland Energy Manager in decisions for energy savings. A/E shall contract with a third-party Master Systems Integrator (MSI) which will integrate the new sensors into existing graphics and verify energy numbers are updating with the new values. MSI shall also work in conjunction with the TAB contractor when balancing VAV's. 4. This project will address any Facility Condition Assessment (FCA) issues that pertain to the project areas based on the most recent FCA report. 5. A/E firm shall develop construction documents for bidding, with project award not to exceed the construction budget. The A/E shall be responsible for ensuring accurate construction cost estimates and designing to below the construction cost budget, which will be provided during the solicitation phase. 6. A/E firm shall develop a phasing plan for this project. Develop project phases as necessary to minimize disruption to the continued operation of the Medical Center. Phasing plans for all disciplines are to be produced to show all of the work that is being completed in a specific phase on separate plan drawings; temporary partitions and contractor access doors that will be needed for the phase; temporary and final Mechanical, Electrical and Plumbing connections that will need to be made for a fully functioning space at the end of a phase; and life safety travel distances at the end of each phase. The phasing plan shall include the scope and timing sequence of each identifiable phase or major activity. Each phase shall be described in terms of the work involved and the required preceding and follow-on activities, such as staff relocations, underground utility locating services, and medical equipment procurement. 7. The project schedule allocates 133 calendar days, following the contractor's receipt of the Notice to Proceed (NTP), to complete the Construction Documents, Technical Specifications, and Cost Estimate of Construction. Completion of Construction Administration Services will be dependent upon award of Construction Contract. 8. As a part of this contract, the A/E firm shall field verify all existing conditions. 9. As a part of this contract, the A/E firm shall attend a physical meeting with the VA Shops to provide an overview of the project at the 65% Submission, take meeting minutes and respond in writing to any questions. 10. Four submissions are required (SD, 65%, 100%, and Final) plus a Bid Issue submission which constitutes a complete bid package consisting of drawings, specifications, and detailed cost estimate (see #16). 11. Provide brand name product list to the COR for preparation of the VA brand name/ equal memo and/or sole source justification. 12. Provide a submittal log based on final specifications. 13. Provide wayfinding locations and solutions if the project modifies any of the facility entrances. 14. Enhanced Commissioning - The VA will employ a third-party commissioning agent for this project to meet Federal Mandates requiring whole building commissioning and enhanced commissioning requirements. The commissioning authority will verify performance of building components and systems and to ensure design requirements are met, develop a commissioning plan, inclusion of commissioning requirements in construction documents, verification of installation and performance of commissioned systems (testing and system monitoring), operation & maintenance manuals and training, and a commissioning report. The A/E team shall work with the commissioning agent throughout the design and construction process to assure all sustainable objectives are met. 15. Independent Life-Safety Review - The VA will employ a third-party life-safety reviewer for this project to provide a peer review of the project to ensure that the design meets the requirements of the most current version of the NFPA 101 Life Safety Code. The A/E team shall work with the independent lifesafety reviewer throughout the design and construction process to assure that the requirements of the NFPA 101 Life Safety Code are being met. A/E shall respond in writing to the independent life-safety reviewer review comments and incorporate any required changes into the Construction Documents. 16. Per the VA "Cost Estimating Requirements for Veteran Affairs Facilities" manual (https://www.cfm.va.gov/til/ae/CostEstimatingManual.pdf), the Construction Cost Estimate shall be executed by an independent/ 3rd party cost estimator. The cost estimator is to be a separate, un-biased and non-affiliated, entity contracted by the A/E. The A/E may not use their own personnel to complete any requirements stated with this cost manual. 17. A/E Firm shall engage a third party to provide Master System Integrator (MSI) Services. The MSI must have extensive experience with integrating building management systems using both open and proprietary communications protocols and using the Tridium Niagara Framework. (Reference List Available for MSI if requested). The MSI is to verify and coordinate with the A/E on the various tasks and duties that need to be clearly spelled out regarding the HVAC Contractor and the MSI. The MSI will coordinate work with the HVAC Contractor during construction, but the HVAC Contractor is to provide all Variable Air Volume controllers and programming, and any other devices required at the Tier 3 & 4 Levels. The MSI will program and provide graphics at Tier 1 & 2 and will coordinate with the HVAC Contractor to utilize the Cleveland VA naming convention for all points. The naming convention document guide is available and is to be adhered to. The MSI will be responsible for all professional services regarding the SBS including but not limited to programming (tagging, trending, mapping etc.), graphic design and implementation, design of any Java Application Control Engine (JACE) and Network implementation as well as long-term and short-term trending recommendations in the specifications. The MSI will also verify the appropriate quantity of JACE's, and licensing required for the project based on the systems being installed and integrated into the SBS, system dashboard, analytics design and implementation which will be purchased by the HVAC contractor and programming by the MSI. The MSI is to verify if the facility has license and available points on existing JACE prior to the construction documents being sent out for bid. If additional JACES and Licenses are required, the HVAC Contractor is to be responsible for purchasing the required items. The MSI shall provide all personnel, facilities, transportation, supplies and qualified supervision necessary to provide the technical/ professional services. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range.
