DESCRIPTION: The Districts is soliciting proposals to perform an energy efficiency project as allowed under California Government Code 4217. The ESCO must be able to take the project from preliminary feasibility study to project development, design, construction, commissioning, and performance guarantee. All proposals shall be accompanied by a bidder's surety equal to ten percent (10%) of the amount bid in the form of a cashier's check, certified check, or bid bond from an admitted surety, made payable to "County Sanitation District No. 2 of Los Angeles County." Question Deadline 07/24/2024 at 3:00 PM PT The ESCO shall provide all labor, equipment, and material to upgrade the existing PACs and aeration system to improve overall energy and operational efficiency using minimal capital expenditure by the Districts. Upon agreement of the project, ESCO shall provide the design and construction services to perform the scope of work resulting in a complete project including drawings, specifications, equipment procurement, construction, commissioning, startup testing, and measurement and verification (M&V) of savings to provide a turnkey, fully operational system. The project is expected to be divided into two phases. Phase I will require the completion of an Investment Grade Audit (IGA), which includes completion of 50% design with sufficient detail to develop a firm fixed price bid and a project schedule for the completion of final design, construction, and commissioning of the project. Upon successful completion of the Phase I work, and if the project bid and schedule information are acceptable to the Districts, the project will enter into Phase II of the agreement with the same ESCO, for design completion, construction, and the commissioning of the project.
