Site work and paving for a mixed-use development in Greenwich, Connecticut. Conceptual plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The Town of Greenwich (Town) is seeking a qualified team of firms with significant experience in municipal bridge design including sidewalk and roadway design to provide design services for a proposed bridge replacement on River Road over the tidally influenced Strickland Brook in Cos Cob. Projects of this nature often receive significant scrutiny and have the potential to generate considerable public comment and response. The Town is looking for a team that can help address the needs of infrastructure replacement, aesthetics of the proposed bridge while matching the surrounding historic feel, continued use of surrounding amenities and businesses during construction and fiscal/budget constraints while meeting roadway and bridge design standards. The requested design services shall encompass all phases of a comprehensive bridge design plan. This includes analysis of existing structure for a safe load carrying capacity analysis, ground survey and mapping, preliminary engineering, public informational meeting, regulatory approvals, final design plans and supplemental specifications. Besides the consultant design opportunity, there is also an opportunity for construction management and inspection services. The Town intends to award a contract to a team that has demonstrated their past and present capability to handle all of the work noted above. River Road is 3/4-mile long, classified as a Minor Arterial with no on-street parking, it runs along Mianus River for most of the roads' stretch until it curves west at its most southern point to cross Strictland Brook. Once River Road crosses Strictland Brook there is an intersection with Strictland Road and at which River Road terminates. Strictland Road is also classified as a Minor Arterial. Traffic flows in each direction two-ways proceeding continuously on both roadways. The bridges to be replaced with a single bridge are 03957 and 056-058 and were inspected on May 23, 2023, and March 14, 2022, respectively (see Appendix A) and have each been inspected numerous times before. During the most recent inspection, the 03957 was found to be in poor condition and 056- 058 was found to be in fair condition. Based on the deficiencies found during these inspections, a reanalysis of the structures is needed to determine a safe load carrying capacity as well as scheduling the bridges to be replaced with a single continuous bridge as soon as possible. Existing bridges have the following basic dimensions. Bridge 03957 consists of a single span prestressed concrete slab supported by concrete abutments. Bridge 03957 was built in 1977, has a maximum span of 41 feet and a curb-to-curb width of 28 feet. Bridge 056-058 is a single span concrete slab supported by concrete abutments. Bridge 056-058 was built in 1985, has a maximum span of 12.25 feet and curb to curb width of 24 feet. The bridges have a pedestrian sidewalk on the north side that runs the entire length of both structures and services pedestrian passage across Strictland Brook. The newly designed structure should include also include a sidewalk capable of allowing pedestrians uninhibited use of the structure. This stretch of River Road is part of the East Coast Greenway which is a 3,000-mile-long stretch of continuous pedestrian and bicycle routes, because of this the new structure should include sufficient clearance for a bicycle lane on each lane. This project provides the Town an opportunity to make improvements to its transportation, pedestrian and bicyclist infrastructure. The project will be designed and constructed under the Local Transportation Capital Improvement Program (LOTCIP) administered by the Connecticut Department of Transportation CTDOT). The funding ratio under the LBP is as follows: 100% Town funding for the design phase and 100% State funding for the construction phase. The Construction Phase of the project will be subject to state set-aside and contract compliance requirements. The construction cost is expected to be in the range of $2,000,000 to $2,250,000. Respondent will: 1. Analyze the existing reports, plans, and information. 2. Determine the best design and construction approach for the bridge design. 3. Design the bridge replacement in accordance with Federal Highway Administration (FHWA), CTDOT, and Town Standards. 4. Provide updated survey and traffic data. 5. Provide the necessary ROW mapping. 6. Provide and analyze the hydraulic data. Provide the required hydraulic, hydrologic, scour, and drainage reports. 7. Prepare new plans, specifications, and bid package for construction. 8. Prepare and acquire all necessary environmental permits from DEEP (including OLISP), ACOE, CTDOT, Local IWWA, Local P & Z, and any other applicable permits. 9. Provide construction inspection services if requested by the Town prior to the start of construction. Each submittal must be sealed to provide confidentiality of the information prior to the submission date and time. The Town will not be responsible for premature opening of qualifications not properly labeled. The Town reserves the right to amend this RFQ by an addendum. Finton P. Question: All questions relating to this RFQ shall be addressed in writing by email to "Finton.Sweeney@greenwichct.gov". The deadline for questions is 2:00 p.m. on Wednesday, June 26, 2024. Questions received after this deadline will not be answered. Addenda or amendments will be posted online up to 48 hours in advance of the submittal at electronically. It is the responsibility of the respondent to check online for any addenda issued up to 48 hours prior to the bid opening. If revisions are of such a magnitude to warrant, in the Town of Greenwich's opinion, the postponement of the date for receipt of qualifications, and addendum will be issued announcing the new date. The Town may also elect to interview one (1) or more of the teams. Selected teams may be required to present their qualifications to Town representatives. Monday, August 5, 2024, has been reserved as the date for such interviews. The costs of such presentation shall be borne solely by the respondent It is projected that Consultant Selection and Fee Negotiations will take place in August 2024 with a targeted goal of starting construction in Spring 2026. The team should provide information on its experience in moving from a design phase to a construction design. The firm selected will initially be contracted by the Town to provide services for Phase 1 and Phase 2. *The value for this project is based on a financial range.
