The Mission and Installation Contracting Command (MICC) - Fort Bliss, TX is issuing a construction solicitation W911SG-24-B-0006, in support of the United States Army Directorate of Public Works (DPW) located at White Sands Missile Range (WSMR), New Mexico. General Information: The Contractor shall furnish all labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract. The purpose of this project is to remove and replace seven (7) existing gate valves and install one (1) new gate valve on the HELSTF main potable water distribution system at WSMR, NM. Procurement will be solicited as one hundred percent (100%) Women-Owned Small Businesses (WOSB). The solicitation will result in a Firm-Fixed-Price (FFP) contract. The anticipated period of performance is 90 calendar days after Notice to Proceed has been issued. The North American Industry Classification System (NAICS) code is 237110 (Size Standard $45 Million). The magnitude of the procurement is estimated to be between $250,000 and $500,000. All work shall comply with State, Local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. The Contractor shall be responsible for obtaining all required licenses and permits to perform construction work on a Federal installation, and be properly bonded and insured in accordance with Federal Acquisition Regulation (FAR) requirements. The intent of the contract is to provide for the construction and completion of the work described. The precise details of performing the work are not stipulated except as considered essential for the successful completion of the work. The Contractor shall furnish all labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract. The purpose of this project is to remove and replace seven (7) existing gate valves and install one (1) new gate valve on the HELSTF main potable water distribution system. Work shall include the cutting in of new water valves to the pipe size and material indicated on plans. Contractor is to schedule and coordinate water system outages as necessary to isolate the water system with COR. Periods of water systems outages are to be minimized as much as possible. Also, temporary restroom facilities must be provided by the contractor for use by the HELSTF staff during scheduled water outages. One of the valves to be removed is located on a AC pipe; contractor shall coordinate the removal and disposal of the discarded pipe with the WSMR water shop. 1.2 Project Location. The work is located at HELSTF site on White Sands Missile Range (WSMR), New Mexico in Otero County, approximately 17 East of the Main Cantonment.
