The County of Volusia, Community Services Department/Community Assistance Division is seeking a single, responsive and responsible bidder for the construction of Spring Hill Boys and Girls Club Teen Center and Pavilion located at 935 S Adelle Avenue, DeLand, Florida 32720. The lowest responsive and responsible bidder shall be responsible for all applicable permitting, labor, materials, equipment, tools, transportation, services, and incidentals necessary to complete all Work required by the specifications and as shown on the drawings. Term: Total contract time: 245 days ESTIMATED CONSTRUCTION COST: $1,128,838.00 Question Deadline 06/27/2024 at 11:59PM ET The County of Volusia has partnered with the Boys & Girls Club of Volusia/Flagler Counties to construct a Teen Center and Pavilion at the Lacey Family Spring Hill Club. Funds have been provided through the federal Community Development Block Grant (CDBG) and a fundraising campaign completed by the Boys & Girls Club. The Althea Ross-Chavers "The Beautiful" Teen Center is a proposed facility that will replace an existing building at the Lacey Family Spring Hill Club. The teen center will consist of an indoor activity space, teaching kitchen space, study, two restrooms, and an outdoor pavilion. This is a federally assisted project and is subject to Federal Labor Standards which include, the Davis-Bacon Act (payment of prevailing wage rates) and the Copeland Act (anti-kickback of wages & submission of weekly certified payroll reports), as well as other provisions including 24 CFR 85.36 (bonding requirements), and Section 3 & M/WBE. Laborers and mechanics employed by primary contractors and sub-contractors performing construction work on this project shall be paid wages at rates not less than the prevailing rates as determined by the Secretary of Labor in accordance with the Davis-Bacon Act. The prime contractor is responsible for the enforcement of wage compliance and support documentation for the duration of the project and may be held liable for wage restitution. The applicable information regarding the laws and regulations stated above are included in the bid packet. For the purpose of award, after the Bids are opened and read, the correct summation of the Lump Sum prices and/or of the products of the estimated quantities shown in the Bid and the unit prices will be considered the Bid. The amounts will then be compared and the results of such comparison made available to the public. Until the final award of the Contract, the right will be reserved to reject any and all bids and to waive technical errors and irregularities as may be deemed best for the interest of the County. Should the County require Payment and Performance Bond, the cost of such bonds shall be added to the Contract price for purpose of Contract award. Bids which contain modifications, incomplete, unbalanced, conditional, obscure, or which contain additions not requested, or irregularities of any kind, or which do not comply in every respect with the instructions to bidders and the Contract documents may be rejected at the option of the County. The County does not bind itself to accept the minimum Bid stated herein, but reserves the right to accept any Bid, the County deems to be the lowest responsive and responsible bidder, and which in the judgment of the County will best serve the needs and interests of the County. The County reserves the right to reject any or all Bids, or any part of any Bid, to waive any informality in any Bid, or to re-advertise for all or part of the Work contemplated. The County reserves the right, prior to award of Contract, to delete from the scope of the project any item or any combination of items the aggregate Bid prices for which do not exceed twenty-five percent (25%) of the total Bid price for the project. If Bids are found to be acceptable by the County, written notice will be given to the lowest responsive and responsible bidder of the acceptance of his/her Bid and the award of a Contract.
